Will You Help Save a Girl From Mutilation? – by Jamie Glazov

Frontpage Interview’s guest is Ines Laufer, founder of the Task Force for Effective Prevention of Female Genital Mutilation, a network of Human-Rights-organisations and activists that is committed to measurable, broad prevention of genital mutilation (FGM) among migrant girls in the EU.  She now leads a new campaign, sponsoredgirl.com, to protect girls from this barbarity.

FP: Ines Laufer, welcome back to Frontpage Interview.

In our last discussion, we focused on how Germany has exposed a young girl to female genital mutilation and how Germany, and Europe in general, is not protecting young girls from this barbaric crime.

Today I would like to talk to you about a new campaign you have started. Tell us about it.

Laufer: Thanks Jamie.

Our research brought to light that to up to 400,000 sponsored girls who are marketed by the big development organizations PLAN International, World Vision, Kindernothilfe and ChildFund do not receive protection from female genital mutilation. We have started a new campaign, at sponsoredgirl.com, to protect the girls from female genital mutilation. We invite your readers to come join us.

These children are marketed in order to acquire money from trustful donors. The donors pay about 30 Euros per month – which means 360 Euros per year, in the belief that the organizations do all they can for providing a better life — including health for the sponsored children. PLAN International for instance, acquires about 72 million Euros every year, just by marketing the 240,000 concerned girls.

But asked about female genital mutilation on the sponsored girls, these organizations openly and publicly claim that demanding the safe protection of the girls would be against their approaches and against their policy.

So, by failing to demand, to stipulate and to control the protection of the sponsored girls from FGM, the organizations must be considered complicit in every single crime perpetrated against a little girl in this regard.

We are The Alliance for Protection of Girls from Female Genital Mutilation. We consider this simply scandalous and unacceptable. It is a crime against the girls and also a system of defrauding the donors.

That’s why we launched this campaign. It is suited to go the largest step forward in the direction of an end of FGM since the beginning of the fight against these practices. It could lead to true and immediate protection of a few million girls.

FP: Ok, what concretely does the campaign demand?

Laufer: It demands that all organizations who work with the sponsored-child-system, should make sure that all girls in their projects – in the relevant regions – are safely protected from violence like female genital mutilation.

This demand is based on the cognition that it is not only possible but very easy to achieve that goal – and even more: It does not cost any money.

It is just about the change of the attitude, approach and policy of the organisations. We call for:

[1] The stipulation of the safety and protection from FGM of the sponsored girls in the preconditions for support for the communities – and regular check ups.

[2] A careful selection of the project partners, which means that only those communities that support children’s rights will be targets of help. This means an investment of donations in the most economic and effective way.

FP: How do the mentioned organizations react to your activism on behalf of the victims of FGM?

Laufer: To be honest, Jamie, they all react quite similar so far, with a mixture of ostrich behavior (putting their heads into the sand) and helpless efforts to defend their current policy of tolerating and accepting the mutilations of thousands of sponsored girls.

But in fact, they deliver us one proof after the other that confirms how much this campaign is needed – how important it is and that it will have a deep impact to truly stop FGM.

To the people who sign and send the petition letters, they send standard-answers which make clear that they did not even read or understand what we demand. They still refuse to admit that they are fully responsible for every single mutilated girl in their projects because of their failure to implement the adequate protection measures. And they do not have any scruple to simply tell tales.

We can sum it up as following: There is much ignorance and denial and no adequate seriousness or goodwill to even understand what should be changed and how.

But I am sure this will change soon.

Only, it doesn’t lie in our hands anymore. Now, the world public – every person who feels concerned and disturbed by the knowledge that every day, thousands of little girls are mutilated by FGM – is asked to help the campaign.

FP: What exactly can people do to help the campaign? Is it about money and donations?

Laufer: No, Jamie – it is absolutely not about money or donations. It is about something much more important: It’s about the power of everyone’s voice. By investing exactly two minutes of time and a few clicks, everyone can help – while comfortably sitting in front of the computer. Every reader can help free this world from the nightmare of female genital mutilation. It has never been so easy.

FP: So how has the campaign been going?

Laufer: Well, let me tell you this. In the last ten days, more than 750 letters have been sent to the organizations already. But we would like to achieve at least 5,000 to put the campaign at the next level of public pressure.

    It costs nothing not to mutilate girls with female genital mutilation. And not to do so also improves the health of girls and women – at no cost.

    FGM is probably perpetuated by women and started in Africa as a cosmetic measure, to cut off female genitals (labia minora) which hung out and were visible. Some women in the United States are now doing this, which is dangerous to health.

    I saw a story on TV a few months ago showing how Islamic tribe leaders and towns-men ordered FGM so girls won't ever be temped to become promiscuous. They treat little girls like dogs and cats…Brutal.

    This is a very noble effort and worthy cause to support, however, in light of past treatment of this issue by FPM you need to be honest and underline the fact that Massai are a Christian tribe and that this practice has nothing to do with religion.

    It is a tribal African practice and needs to be abolished.

    We all must join our efforts in interfering with those “customs”. Both for the sake of the people who are threatened with mutilation now and for our own future. Many sci-fi books were written where the question of interfering or non-interfering with local cultures was raised. It was considered then that various ugly rites were mere “developmental deseases” any civilization and society passed through. But now, when the Saharasian pattern was discovered, we know that it is a calamity and we must save our brothers and sisters without even thinking – is it good to interfere? or – wouldn't it be “tactless” toward the local culture? Suffering of a living thing is never justified by any religion, views, creeds or cultural habits.

    It's interesting — I'm familiar with several of the organizations that this campaign is targeting. Most of them are running or funding programs to end FGM — their responses to the campaign have simply been to note that much more harm will come to these girls if they leave communities that refuse to abandon FGM. These organizations aren't timidly hiding behind politeness and cultural relativism — their staff dispise the practice of FGM. These organizations are simply acknowledging that most communities won't abandon the practice just because NGOs pull out their development work. Further, if these organizations were to pull out of these communities, then the girls would not only be subject to FGM, but they would also continue to suffer from malnutrition and a lack of clean water, basic health care and educational opportunities as well. The passion behind this campaign is wonderful — it's just that their solution is misguided.

    Basically, I am not a sarcastic person – but the parallels to the Stasi-state came to me already.
    Laufer calculated that, with your childhood and youth experiences of life behind the Iron Curtain (she's born in 1972 and comes from Dresden ), in the year 2009 for all ethnic groups an exit ban call from Germany, would (sarcastic view) yes some comedy not spare – would be the actual case is not so stressful for you unfairly hit by the family.

    Davor hat sie sich eine unbescholtene Migrantenfamilie “vorgeknöpft” (“Fall Dinah”).

    Engagement für ein richtiges Anliegen (dem wichtigen Kampf gegen Genitalverstümmelung) darf nicht verwechselt werden mit Selbstdarstellung in eigener Sache.
    Wir kritisieren den Ansatz von Ines Laufer, den wir weiterhin für offen rassistisch und zutiefst diskrimierend halten.
    Politisch kritisieren wir Laufer u.a. wegen ihrer Position des Generalverdachts, die (auch) vom OLG als eindeutig im Widerspruch zu unserer Verfassung stehend benannt wurde (Beschluss kann beim OLG Karlsruhe abgerufen werden, Aktenzeichen 5 UF 224/08).
    Wir kritisieren Laufer aber auch persönlich. Sie hat zu keinem Zeitpunkt versucht, sich ein Bild von der Familie selbst zu machen. Laufer hat auch dann nicht eingelenkt, als deutlich wurde, dass diese Familie hier zahlreiche Freunde hat, die sich für sie nicht aufgrund “kulturrelativistischer Ansichten”, sondern aufgrund jahrelanger persönlicher Freundschaft, eigener Kenntnis der Familien hier und in Äthiopien und intensiver und differenzierter Kenntnis der Verhältnisse vor Ort für die Integrität der Familie und für Dinahs Sicherheit verbürgen können. Wir kennen das Kind Dinah persönlich – für uns (im Gegensatz zu Laufer) ist Dinah deshalb nicht irgendein Instrument, mit dem politische (Extrem-)Standpunkte durchgepeitscht werden sollen. Wir sind davon überzeugt, dass es Laufer nie wirklich um Dinah ging, sondern vielmehr darum, “endlich” auch mal einen so publikumswirksamen Erfolg zu erstreiten wie Rüdiger Nehberg beim BGH. Entsprechend werten wir auch Laufers geifernde Reaktionen während und nach dem familiengerichtlichen Verfahren am ehesten als das Ergebnis ihrer persönlichen narzistischen Kränkung – es ging ihr stets nur um ihre eigene Publicity.
    Statt (endlich!) einzuräumen, dass sie sich vergriffen hat (hier könnte sie Charakter zeigen), hetzt Laufer weiterhin gegen die Familie und wird selbst heute nicht müde zu behaupten, Dinah sei von Genitalverstümmelung bedroht. An Laufer und wen es interessiert zur Info: Dinah freut sich auch heute, knapp ein halbes Jahr nach dem OLG-Beschluss, bester Gesundheit. Und das wird auch so bleiben, denn ihre Eltern werden Dinah auch weiterhin wirksam vor Gefahren schützen, so wie sie es stets getan haben. Dinah war, wir können es nur wiederholen, zu keiner Zeit von Genitalverstümmelung bedroht.
    Zu Dinahs Schutz gehörte über einen langen, viel zu langen Zeitraum – leider – in erster Linie der Schutz vor Laufers Übergriffen und hier insbesondere vor Laufers Anliegen, Dinah und ihrer Mutter sowie deren Schwestern und deren Mutter in die Unterhose spähen zu lassen.
    Hier wird deutlich, dass es Laufer auch 20 Jahre nach dem Fall der Mauer nicht gelungen ist, sich vom Trauma des Aufwachsens in der DDR-Diktatur frei zu machen, anders können wir ihre verfassungswidrigen Forderungen nicht deuten. Alles was Laufer zu kennen scheint, ist Repression, statt Diskussion und gewinnende Überzeugungskraft. Demokratie heißt Auseinandersetzung mit und nicht Hetze gegen Menschen. Demokratie heißt letztlich auch Schutz vor ungerechtfertigtem staatlichen Eingreifen – und nicht zuletzt auch Schutz vor Laufers Wunsch nach einem Blick auf die Genitalien tausender Mädchen mit Migrationshintergrund aus (von ihr sogenannten) “Hochrisikoländern”.

    Es ist also weniger eine Frage der Aktion “Patenmädchen”, um die es hier geht – hierüber ließe sich diskutieren und evtl. auch streiten. Wir erkennen grundsätzlich gute Ansätze bzw. den Wunsch nach mehr schützender Aktivitäten der Hilfsorganisationen mit besonderem Fokus “Genitalverstümmelung” in dieser Aktion an. Es geht uns jedoch darum, mit welchen Leuten diese Aktion sich bei Ihrer Aktivität gemein macht – oder, und hierfür gibt es Anzeichen, vor welchen Karren Sie sich spannen lassen.

    Daher unser dringender Rat an “Patenmädchen.de”: distanzieren Sie sich von Laufer, wenn sie nicht riskieren wollen, durch deren absurde und verfassungswidrigen Forderungen und aggressiv-rassistisches, diskriminierendes Auftreten selbst diskreditiert zu werden. Es ist uns ohnehin absolut unbegreiflich, wie eine Organisation wie die Giordano Bruno Stiftung es zulassen kann, sich mit Laufer zusammen zu tun und ihr im HPD ein Forum zu bieten.
    Solange Laufer und Anhänger ihrer Ideologie erkennbar Einfluß auf “Patenmädchen.de” haben, können wir diese Kampagne nicht ernst nehmen und raten dringend davon ab, sie zu unterstützen.
