Israel Defunds the Hamas-Palestinian Authority Alliance

In reaction to the Palestinian Authority-Hamas unity deal signed in Cairo last week, Israel decided to turn off the spigot. It halted the transfer to the PA of over $100 million in customs and tax revenues.

Considering that, even under the right-of-center Netanyahu government, Israel has generally whitewashed the PA, Netanyahu even having called its president Mahmoud Abbas his “partner in peace” last September, it was a notably assertive step for Israel. And it appears to have hit the PA hard.

Although the European Union immediately announced that it would put up the money in Israel’s stead, it’s not clear when the sum will materialize. Meanwhile it was reported on Thursday that PA prime minister Salam Fayyad was turning to tight-fisted Arab states for help, claiming the PA was unable to pay the April salaries of 155,000 government workers and intoning at a news briefing: “We say to our Arab brothers: save us. We need your help more than any time before. It is the moment of truth.”

It was further reported on Thursday that Fayyad—sounding pretty desperate—was considering asking the UN Security Council to force Israel to hand over the money.

While the U.S. and, to a lesser extent, the EU have kept a distance from Hamas, the idea that the PA could be accountable for anything it does is indeed unfamiliar. In addition to the EU having claimed it would fill in for Israel on the transfer payment, its foreign policy chief Catherine Ashton has called on Israel to relent and make the payment itself, and UN Secretary-General Ban Ki-moon directly told Netanyahu to do so in a phone call.

Israel, in having drawn the line at the PA’s deal with Hamas while more or less countenancing its other actions up to that point, is partly responsible for this state of affairs. Netanyahu has seen a diplomatic advantage for Israel in showing a generous tolerance toward the PA and repeatedly imploring it to join him in “peace talks.”

    TAX charged Israeli employers of Arab workers (who constitute at least 90% of

    to the PA a sort of "acquired right" as per UN's Secretary-General opinion ?????

    Does the American government hand over to the Mexican govmt. the payroll tax
    proceeds paid by American employers of Mexican workers ???

    from History, are condemned to repeat it….

    Those tax money were one of the outcomes from the Oslo Agreements, and Abbas has said no to them now – and never fulfilled a single promise, and Hamas has never accepted them. That also means that Abbas has no right whatsoever to area A and B in Judea/Samaria, and many in Knesset now says that israel immediately at least must annect area C – controlled by Israel by the same Agreements.

    Unfortunately Netanyahu has said a number of stupid things AFTER elections, not before.

    Customs and Tax revenues should only be attributable to a recognized State by another RECOGNIZED State. Israel should never have gifted these funds in the first place. How could Abbas have taken them since he doesn't recognize Israel as a "State?" See? It all comes down to money for these people. Notice they have to beg other Arabs calling them “Brother” for help. Why aren’t they getting help from them already? I bet we, the USA, through the UN give more to them than all of the Arab League ~ their Brothers. We see Hamas as a terrorist organization and with this alliance, we can justly cut off funds too. In fact, isn’t it illegal for us to support a known terrorist organization? Come on you lawyers, sue to stop this practice. See how docile they get when our money stops.

    Great stuff as usual from David Hornick. But I don't agree on one thing. I think if Netanyahu wanted he could publically begin telling the tale of the Palestinian Authority. He could say that he held back, and called Abbas a "partner for peace" because Israel was desperate for peace and was ignoring obvious things in quest that could not, given the other side, work out. He could tell the story of the family killed in the West Bank and how those two young Arabs were the products of the PA lies and Jew hating emanating from PA propaganda.         According to Palestinian sources approximately 2,700 Palestinians were killed in the second intifada, the vast majority of whom (roughly 80-85%) were TERRORIST operatives or combatants. Even anti-Israel historian Benny Morrison concedes that less than 1/3 of the Palestinians killed during the second intifada were "civilians." Of course, no one wants to mentions that Palestinian sources included Fatah members killed by Hamas (during the civil war) as civilian casualties in their fatality figures.

        And Israel meets and exceeds all Geneva Code conventions rights. In fact, Palestinian prisoners in Israeli prisons are treated better and afforded more rights than prisoners in almost any western nation (including the U.S. and Canada) – Palestinian prisoners readily admit this fact.

    And he could challenge Ban ki Moon and Ms. Ashton for starters, as a condition of forwarding taxes to the PA to publically kill themselves if anyone from Fatah is caught perpetrating the murder of an Israeli. Before that Ban ki Moon and Ms. Ashton should pubically sign a form agreeing that if any Israeli for the next three years is murdered by someone connected to Fatah Israel will not be liable forforwarding any taxes to the PA. Likewise they should agree in writing that any rockets from Hamas will automatically signal there will be no more electricity sent into the West Bank from Israel for three years.

    Those individuals, and representatives of governments, that asked Israel to provide funds which can go to helping the Hamas genocidal terrorists have neglected to ask Hamas to renounce terrorism, agree to all past PA-Israel agreements, and recognize the right of Israel to exist. They need to demand that Hamas and Fatah, and the Palestinian Authority, teach Palestinian Arab schoolchildren that the Jewish people have a right to a state in their ancestral homeland, and that Israel is that Jewish state. If they refuse to demand even that minimum, then nobody should pay take seriously what they ask of Israel. They are acting as agents for Hamas.

There are too many well intentioned but absurd things said, and done, in the name of APPEASEMENT in the hope that somehow they will eventually lead to PEACE i.e. "partner in peace". Israel is doing the right thing and should make sure it gets some good interest on that money before some powerful, bleeding heart puts pressure on it to hand over the dough. Israeli leaders need to be cautious and careful when dealing with any Arab leaders, take everything they do and say with a grain of salt and expect the unexpected. Positive comments need to be kept for a time when peace, goodwill, stability and mutual co-operation are a reality between Israel and its neighbours.

I wonder how he had been if not Netanyahu and Barak constantly kept him back. He is much more like the old Israeli leaders – can you imagine Golda negotiating with terrorists as alternative to just attacking them??? Abbas has taken back the Oslo Agreement, what if Netanyahu retracted his Bar Ilan speech about a Palestinian State? There is no Palestinian state in what Rabin told the Knesset after Oslo. Why is Netanyahu more submissive to the arabs than the left were while they were able to get votes?

    Of course, these supporters or "Palatine", whether or not they will openly or covertly support HAMAS (refuse to acknowledge their genocidal agenda, or unequvicly denounce them) they seem to have this strange assumption that Isreal should be paying the Palestinians, despite the choices they make, or whether or not they are aiming towards the destruction of Isreal and genocide. This always baffles me, and no matter how much I call them on this, they don;t get it and repeat the same tired propaganda points and lies (victim Palestinians, "occupation" etc)

    One specific person I talked to from the UAE didn't see any difference between calls of genocide and Gert Wilder's statements. He saw no difference between mocking Islam in cartoons or burning Korans and the violence that ensued. This muslim was also convinced he was a moderate!

      Did you know that the majority of Israel's water comes from within Israel proper? The amount of water to be supplied to the W. Bank and Gaza by Israel was determined in agreement with the Palestinians during the Oslo Accords in what is known as the "Interim (Water) Agreement," Israel has fulfilled all of its obligations under the Interim Agreement. In fact, the Israeli Water Authority has delivered more water per year to the Palestinians than the amounts agreed upon in the Agreement. Of course, the Palestinian Authority has threatened the water security of both Palestinians and the Israelis by digging 250 illegal wells and refusing to purify sewage water in violation of the Agreement, "instead dumping sewage into W. Bank streams, causing massive pollution and threatening the lives of everyone." Palestinians destroyed the aquifer in Gaza, making the water undrinkable. The Palestinians have received billions of dollars in international aid and "large sums of money were earmarked to build sewage treatment plants," yet not a single facility has been constructed!

      Oh, and by the way, Israel legally banned torture in 1999.

During Operation Cast Lead over 85% of the Palestinian casualties were Hamas combatants. In fact, Hamas artificially inflated the casualty numbers by dressing its terrorist operatives in civilian clothing. Hamas also claimed rival Fatah members that it murdered as "civilians." Recall, it was the goal of Hamas to maximize civilian casualties, they intentionally targeted Israeli civilian populations including kindergartens and daycare centers. Hamas routinely used human shields to further inflate civilian casualties.

Recall, over 80% of Palestinians support genocidal terrorism against Israel. These are the same Palestinians that voted in Hamas, a known terrorist organization whose stated goal is the destruction of worldwide Jewry. Israel has offered peace to the Palestinians in 1947, 1967, 1973, 1979, 1988, 1992, 2000 and so on. Each time the Palestinians reject compromise and a state of their own in favor of war. The Palestinians receive billions annually to support their infrastructure and economy, that money gets squandered buying weapons to kill Jews.

          By the way, learn your facts… the white phosphorous charges have been completely debunked. In fact, the International Red Cross confirmed that Israel was not using white phosphorous against civilians illegally under international law.           Wrong, even the most generous accounts found that only 300 Palestinians were identified as civilians, among them, less than 100 were identified as "minors."         Countries (other than Israel) that ban Holocaust denial, did so on their own accord, and not at the urging of Jewish institutions. Many of the European nations were the perpetrators of the Holocaust, and have banned other elements associated with Nazism, such as Nazi symbols.

        And there is no "Jewish" version of the Holocaust, only the historically correct and incorrect version. There is no serious scholarship in Holocaust denial, and no serious historian questions the genocide the Nazis inflicted upon Jews. Get your head out of your ass.

        For example, Saudi Arabian Prince, Alwaleed Bin Talal Bin Abdul Aziz Alsaud, owns $2.05 billion of AOL stock (parent company of time Warner and CNN).         In Europe, the press has been virulently hostile to Israel and extremely antisemitic. Palestinian thugs regularly manipulate and intimidate western media sources.

        For example, the Foreign Press Association (FPA) expressed "deep concern over the harassment of journalists by the Palestinian Authority as police forces and armed gunmen tried to prevent photo and video coverage rallies in Nablus where hundreds of Palestinians celebrated the terror attacks in New York and Washington." The FPA also reported they received threats against videographers and Palestinians made no effort to "guarantee the safety of the journalists and the freedom of the press."

    Israel has given the Palestinians in Gaza electricity and running water for years, free.
    In Fall 2005, when Gaza's 8500 Jews were evacuated; American Jews purchased their
    greenhouses, for $13 million, and turned them over to the Palestinians; so they would
    have a way to feed themselves. Hamas promptly destroyed them. Perhaps Israel's
    withholding this tax revenue will cause Hamas and Fatah to be a bit more introspective.
    (That is, if they don't get the revenue from any other source) Good move, Israel.
