Benghazigate: We Know Now Who Gave the Order Not to Protect the Consulate

Charles Woods, the father of Tyrone Woods, said in an interview, “And apparently even the State Department had a live stream and was aware of their calls for help.  This was my son, he wasn’t even there.  He was at a safe house about a mile away.  He got the distress call.  He heard them crying for help.  That’s why he and Glenn risked their lives to go that extra mile just to take care of the situation.  And I’m sure that she wasn’t the only one that received that distress call: “Come save our lives.”

When I heard that there’s a very good chance that the White House as well as other members of the military knew what was going on, and obviously someone had to say, “Don’t go rescue them.” Because every person in the military, their first response is, “We’re going to go rescue them.” We need to find out who it was that gave that command.”

So who gave that command?

Fox News has learned from sources who were on the ground in Benghazi that three urgent requests from the CIA annex for military back-up during the attack on the U.S. Consulate and subsequent attack nearly seven hours later were denied by officials in the CIA chain of command — who also told the CIA operators to “stand down” rather than help the ambassador’s team when shots were heard at approximately 9:40 p.m. in Benghazi on Sept. 11.

Former Navy SEALs Tyrone Woods and Glen Doherty were part of a small team who were at the CIA annex about a mile from the U.S. Consulate where Ambassador Chris Stevens and his team came under attack. When they heard the shots fired, they radioed to inform their higher-ups to tell them what they were hearing. They were told to “stand down,” according to sources familiar with the exchange. An hour later, they called again to headquarters and were again told to “stand down.”

Woods, Doherty and at least two others ignored those orders and made their way to the Consulate which at that point was on fire. Shots were exchanged. The quick reaction force from the CIA annex evacuated those who remained at the Consulate and Sean Smith, who had been killed in the initial attack. They could not find the ambassador and returned to the CIA annex at about midnight.

At that point, they called again for military support and help because they were taking fire at the CIA safe house, or annex. The request was denied. There were no communications problems at the annex, according those present at the compound. The team was in constant radio contact with their headquarters. In fact, at least one member of the team was on the roof of the annex manning a heavy machine gun when mortars were fired at the CIA compound. The security officer had a laser on the target that was firing and repeatedly requested back-up support from a Specter gunship, which is commonly used by U.S. Special Operations forces to provide support to Special Operations teams on the ground involved in intense firefights. The fighting at the CIA annex went on for more than four hours — enough time for any planes based in Sigonella Air base, just 480 miles away, to arrive. Fox News has also learned that two separate Tier One Special operations forces were told to wait, among them Delta Force operators.

Now we know who is taking responsibility for denying support to the consulate and the safe house.

The photo, which is the official one put out by DOD, from the press conference held by Panetta and General Dempsey is horribly eloquent in terms of body language.

Defense Secretary Leon Panetta defended the failure to go in by claiming that the issue was a lack of reliable intel, despite the fact that they had multiple distress calls and a drone overhead.

Blaming a lack of reliable intel is fine if you want to pull away from intervening in Syria, but not when a US diplomatic facility and its personnel are under sustained attack. And how much intel was really needed to send two jets to buzz the area and possibly scare off some of the attackers, who would not have posed any threat to the aircraft?

Although forces were on alert and ready to launch an operation if needed, the US military commander for Africa, General Carter Ham, the chairman of the US Joint Chiefs of Staff, General Martin Dempsey, and Panetta all decided against any intervention as they had no clear picture of events unfolding in Benghazi, he said.

So the buck has been passed to Panetta and Dempsey and Ham. Dempsey is a soulless administration toady and Ham is deeply invested in Libya. Panetta is a Clintonite who is completely expendable, especially if the charges get pinned to Hillary. But Panetta still seems filled with self-loathing and Dempsey looks disgusted with him.

Not doing something because there is no intel is a common excuse in these circles when they don’t want to do something. Just as with Iran, there would never have been enough intel.

And how much intel was needed really? Benghazi had an extended profile and was the cause of the entire Libyan war. The consulate had an extensive intelligence apparatus and the declassified cables we’ve seen are a fraction of the actual classified cables that would have been at Panetta, Dempsey and Ham’s disposal.

They knew about the Islamist militias and had descriptions of their armament from the RSO’s reports. They didn’t know the exact number of attackers or every single possible detail, but you can never really know everything before going in.

“There’s a basic principle here, and the basic principle is that you don’t deploy forces into harm’s way without knowing what’s going on, without having some real-time information about what’s taking place,” Panetta told a news conference.

But there were already forces in harm’s way, who were trying to provide some real time intel from their point of view. What Panetta means is that the decision was made not to send aid to them, and it wasn’t about risking more lives, but about the politics of intervening in Libya and offending the Libyans. It was done for the same reason that US soldiers have at times been abandoned without air support in Afghanistan.

“I feel confident that our forces were alert and responsive to what was a very fluid situation,” General Dempsey said, which is one of those strange statements that leaders issue after a complete screw up.

  Q:  Can I follow up on that?  One of the reasons we’ve heard that there wasn’t a more robust response right away is that there wasn’t a clear intelligence picture over Benghazi, to give you the idea of where to put what forces.

But when there was, in fact, a drone over the CIA annex and there were intelligence officials fighting inside the annex, I guess the big question is, with those two combined assets, why there wasn’t a clear intelligence picture that would have given you what you needed to make some moves, for instance, flying, you know, F-16s over the area to disperse fighters or — or dropping more special forces in.

SEC. PANETTA:  You know, let me — let me speak to that, because I’m sure there’s going to be — there’s a lot of Monday morning quarterbacking going on here.

We — we quickly responded, as General Dempsey said, in terms of deploying forces to the region. We had FAST platoons in the region. We had ships that we had deployed off of Libya. And we were prepared to respond to any contingency and certainly had forces in place to do that.

But — but the basic principle here — basic principle is that you don’t deploy forces into harm’s way without knowing what’s going on; without having some real-time information about what’s taking place. And as a result of not having that kind of information, the commander who was on the ground in that area, General Ham, General Dempsey and I felt very strongly that we could not put forces at risk in that situation.

Q:  So the drone, then, and the forces inside the annex weren’t giving enough of a clear picture is what you’re saying.

SEC. PANETTA:  This — this happened within a few hours and it was really over before, you know, we had the opportunity to really know what was happening.

      Wow … I can only assume that most of those who want heads to roll have an incredible bias against Obama. Lets assume the worst case … that Hamm, Dempsey and Panetta made a mistake … that they used poor judgment. How many times do you think brave US soldiers have lost their lives because someone above them made a bad judgement call. Did the prior president get blamed every time someone was killed in Iraq or Afghanistan because someone made a bad call. Moreover if the two CIA operatives didn't disobey the order to stand down and then return to the annex they would still be alive. Is it possible that there was a good reason to have them stand down? Is it possible that it was already known that Stevens was gone? What would have happened if the two CIA agents obeyed the order? The attack on Stevens happened very quickly and if the reports are correct about the number of terrorists involved then it is unlikely that 2 CIA operatives could have accomplished anything … it sounds to me like the original judgment may have been correct … but if it wasn't … how many times do you think bad judgments are made in the heat of war.

      When I compare this experience to 9/11 and the Iraq war this was a tragedy that was dwarfed by the mistakes and bad judgement that was used to ignore the warnings that led up to 9/11 and the incredibly bad decision that led to the loss of thousands of lives and maiming of over 10,000 of our military in Iraq. How many people commenting on this issue supported the Iraq war or ignored the mistakes that were made to keep us safe from a 9/11 attack?

      I would love to hear from someone who thinks Obama's head should role but that Bush did an outstanding job.

        You asked for it. You got it. The issue here is not so much that mistakes were made. The cause for alarm is the motivation for those errors. I see the tragic deaths of these individuals resulting from politics, not the “fog of war”. First off, the Ambassador asked for increased security multiple times, only to be denied so Obama could avoid the embarrassment of a failed foreign policy. To make matters worse, the security in place (Special Operations team under LTC Wood) was pulled prior to the attack. Next, during the actual siege they were denied support. I think it is now common knowledge that we had assets in place that were more than capable of dealing with the threat. Finally, the Administration, State Department and the UN Secretary ALL LIED by blaming the video. True, the size and scope of this event does not compare with the Iraq War. But, President Bush spelled out our reasons prior to our invasion. He even gave Saddam Hussein several chances to conform the UN Resolutions, give up power and avoid the whole conflict. Mistakes and poor judgments are part of being human. When the mistakes are driven by selfishness, greed or deceit, as they were in Libya, that excuse is not applicable.

As I seem to recall, the "Bush lied" accusation was -vainly, in some quarters- responded to with the claim that Bush was acting on the information he had and didn't actually lie, though he seems to have been mistaken. We're not re-playing that, are we? Because in this case, we have evidence of drone observation and gathering of intelligence for weeks before the terrorist attack.

        Then there were the loudly-applauded fictional accounts of assassinating President Bush, and trying various administration figures for treason and malfeasance, and impeaching Bush. Was it VP Cheney that some pundit wanted to see "do the perp walk?" But all that's water under the bridge; let's move on, eh?

      It is actually much, much worse than that – there was no embassy, but rather an CIA control hub involved in Fast and Furious III to overthrow Bashar Assad in Syria. There were also jihadist fighters recruited, proving them with weapons to overthrow Bashad. Stevens meeting with turkish general was because Russia had caught onto the weapons trafficking incl missiles to take down planes, jihadists recruitment etc…, and their scam was exposed. Russia warned the obama admin about their double game; this is the reason that they did not wanted to save these men.
      It is beond criminal, dereliction of duty – it is treasenous; impeachment hearing should have began long time ago.

    An AC130 gunship from Italy would have been able to orbit over the city and place pinpoint fire on the bad guys and end that situation in about two minutes. No boots on the ground required. Several were less than a two hour flight away. The former SEALS specifically asked for them. They knew they were available. This is an unacceptable disaster. Same thing happened in Mogadishu.     The contrast between the tissue of lies printed {at CBS}, the total absence of this story on CNN and the minute by minute run-down of events on Fox is a bracing example of how far the Left will go to defend their incompetence and political correctness. It is usually difficult to discern the motives of those who fail so utterly as the State Department and CIA in this case, but I think it is quite obvious in this instance. There was not to be any meaningful reply to Al Qaeda's attack because Al Qaeda was supposed to be gone. Once Obama claimed credit for Osama's death there was to be peace and tolerance around the world and the lions would lay down with the lambs. To have Al Qaeda attack our diplomatic and intelligence facilities was simply not acceptable, so no action would be taken. Thus the refusal to put proper security in place and the repeated orders to stand down when events started unfolding. There was no fog of war here. The administration calmly watched as our people were killed, and only the heroic efforts of our ex-Seals saved lives. They took action directly against the orders of the Obama administration and lost their lives in doing so. They were in the right. The stand down order was an unlawful order under the UCMJ. But the press paints it all over with the 'fog of war'. No fog. This pack of politicians watched the whole scene unfold on video from the scene and from drones overhead and let our people die. Reptiles. Cold-blooded, creeping reptiles.

The #1 priority of our U.S. President is to protect the lives and rights of all U.S. Citizens, whether on our soil or abroad. In real-time the situation room of the White House denied calls to help U.S. Citizens who were working on the behalf of the U.S. while on the ground in a troubled region. I plea to all Patriotic Americans to scream to the Heavens for all of our top Officials who denied HELP for those in Benghayzi be called out and terminated.     Lies over lives; that is this administration’s response to crisis. What is slowly drifting down out of the cloud, not of war, but of politics, over Benghazi is a tale of heroism on the ground and cowardice and deceit at the top. The dead of Benghazi deserved better. They deserved every effort we could make to save their lives and they deserved honesty in the description of what happened to them. They received neither. Obama should be ashamed to show his face to the public, and the public should be ashamed to applaud his appearance. His supporters should ask themselves if they can vote for him knowing that he failed to help Americans in trouble and lied about his failure after they died. Cowardice and deceit — four more years?

    If our people in Benghazi has a laser designator lazing the heavy weapons site, as reported in the article, it is absolutely criminal not to have sent some fast movers from Sigonella, Aviano or a carrier in the Med with some laser guided bombs to take out the weapons. It likely would have scattered the rest of the attackers as well. This administration and anyone involved in denying our people there this support have to go. If they had any honor at all they would resign but, failing that, they have to be fired.

    I have told people for a long time you cannot put the security of this nation and its people OR the US military in the hands of liberals. They are all cowards and are unable to make decisions rather wanting to set back and wait. They are getting a lot of people killed and if we dont vote them out and keep them out of power they will be getting a lot more of US killed. Clinton's waffling caused 9-11 to be planned and begun. It was only through the actions of the terrorists that it happened on Bush's watch and not on Clinton's. Weakness invites terrorism. Liberals think everyone loves them. They are hippies who never grew up. And I still think this was a set up for them to kidnap the Ambassador and exchange him for the blind sheik. And I think Obama had something to do with that.

    I believe Obama was smuggling weapons to the Libyan "Freedom Fighters" that included members of al Queda. Some of these weapons may have been used to kill our own brave men. It is a fact that a vessel from Libya to Turkey contained humanitarian aid as well as Surface to air missiles that are capable of taking down airplanes and ships, etc. In fact a Sam fired from Libya destroyed a Turkish plane. Obama and his crew are guilty of aiding and abbeting the enemy and covering up their treachery with the help of the liberal media. Enough!

    Had this been an Israeli Embassy under attack, within 30 minutes Force 669 Search and Rescue would have been on site to secure the site and get the Ambassador out, another one of the ISrael Special Forces would have been dropped in to take out the attackers and the whole thing would have happened inside 1 hour. They would not have waited 5 seconds for Intel, the forces would have been on their way whilst getting updates. This is a sickening indictment of Obama, and could well lose him the election.

      there was no stand down order at benghazi. and general
      ham was not fired. he served as commander of AFRICOM
      until he retired in april, 2013.

    glenn doherty wasn’t even in benghazi when the first attack at the consulate
    started. he and a six man team flew into benghazi from tripoli and arrived
    at the annex at 4 o’clock in the morning on 9/12/13. the 6 man team
    joined with the 20+ CIA agents at the annex, fought off 150+ insurgents
    killing 60-100, and flew the 30+ survivors to tripoli.
