Obama’s Drive to Disarm America

America’s policy of nuclear deterrence is being seriously threatened as President Obama considers proposals by the Defense Department that could cut the US nuclear arsenal by as much as 80 percent, reducing America’s deployed nuclear strategic warheads to as few as 300.

While the New START nuclear treaty with Russia commits the United States to reducing its arsenal of deployed strategic long-range nuclear weapons from 5,113 to 1,550 by 2018, it does not prohibit either country from cutting below those mandated levels.

Thus, the White House — as part of the Obama administration’s evaluation of America’s nuclear force requirements — is exploring ways to go even further below that nuclear threshold. The White House has directed the Defense Department to examine three levels of deployed strategic nuclear warheads: 1,000 to 1,100 warheads; 700 to 800 warheads; and 300 to 400 warheads.

Cutting America’s nuclear arsenal to 300 warheads — a level not seen since 1950 — would place the number of US strategic nuclear weapons at a level comparable with France, heightening fears that it would make America’s strategy of nuclear deterrence obsolete.

Yet, even if President Obama ultimately accepts the 1,100 level of strategic nuclear warheads, it would still represent a significant and serious nuclear cutback given that many American military officials claim that the 1,550 level mandated by New START is the lowest level that can be used to maintain deterrence of a nuclear attack.

Moreover, they argue, such a cutback in nuclear weapons would also serve to undermine the credibility of the nuclear “umbrella” that the United States extends to its allies (such as South Korea and Japan). Absent US nuclear protection, those countries may very well feel compelled to build their own nuclear forces. In fact, Saudi Arabia is already planning to initiate its own nuclear program if Iran gets a nuclear bomb.

Unfortunately, the decision to neuter America’s nuclear forces comes at the same time the Obama administration is working to heavily diminish America’s conventional forces, a process begun in January when Obama ordered a shift from the nation’s longstanding capability to fight two major conflicts at once.

That policy shift notwithstanding, the administration’s plan to cut its nuclear forces engendered harsh rebukes, with former UN ambassador John Bolton saying it was by itself “sufficient to vote against Obama in November,” while Republican Senator Jim Inhofe accused Obama of “catering to his liberal base that believes that, if we unilaterally disarm, the rest of the world will follow suit.”

For its part, the Obama administration maintains it is not pursuing unilateral cuts, but it is saying that the different nuclear level proposals being floated represent nuclear arsenal levels that could be negotiated with Russia in a future round of arms-control talks.

However, it doesn’t seem as if the Russians are in any hurry to further pare down their nuclear arsenal more than what has been mandated by New START. Russian Prime Minister Vladimir Putin acknowledged as much when he recently said that Russia should keep its nuclear deterrence potential to ensure its strategic stability, saying, “We should not lead anyone to temptation by our weakness. That is why under no circumstances will we give up the strategic deterrence potential and we will strengthen it.”

To prove Putin’s point, in 2011 alone the Russian government announced plans that it was buying 36 strategic ballistic missiles, two strategic missile submarines, and 20 strategic cruise missiles. Additionally, during that time it reportedly modified its ICBMs and SLBMs (Submarine Launched Ballistic Missiles) and increased its number of MIRVS (Multiple, Independently Targeted Warheads).

Also, in December 2011 Russia’s Strategic Missile Forces (SMF) announced that it would begin renovating its Topol-M and Yars RS-24 missile systems and start construction on a new 100-ton ballistic missile to replace the RS-36 Voyevoda ICBM, known as the Satan missile.

Of course, Russia isn’t the only nuclear state seeking to upgrade its nuclear arsenal. A recent report by the Stockholm International Peace Research Institute (Sipri) reported that both Pakistan and India “continue to develop new ballistic and cruise missile systems capable of delivering nuclear weapons” as well as “expanding their capacities to produce fissile material for military purposes.”

To that end, Pakistan has reportedly increased its nuclear arsenal from an estimated 90 nuclear warheads in 2009 to 110 nuclear warheads, with reports it can reach 150-200 nuclear warheads within a decade. In July 2011, India received from Russia its the Akula-II class “Nerpa” nuclear attack submarine, equipped with 28 nuclear-capable cruise missiles with a striking range of 3,000 kilometers.

Demand fiscal reponsibility and limited gov. Separation of Business and Government and severely reduced Government at all levels.
        Easy to do just cut the Fed Budget by 20% for each of the following 5 years.

      And the most frustrating aspect of Obama's dismantling of America, is that NOTHING will happen to him–he won't suffer any penalty, for the numerous crimes and other absurdities he's committed. These include killing American jobs every chance he gets; spending the country into such great debt we will never be able to repay even half of it; suing Arizona because Arizona wants the Feds to protect them from invasion; Operation Fast and Furious; killing our space program, and throwing away our lead position in space; calling the Ft. Hood massacre "workplace violence," and not saying ANYTHING about it for four whole days'; killing the Keystone XL pipeline; treating Israel more like an enemy than an ally; hobnobbing with Hugo Chavez, and loaning U.S. taxpayer dollars to Petrobras; intervening in Libya on the side of Al-Qaeda; denying shipments of bunker buster bombs to Israel; something new every day. But wait and see, he won;t be prosecuted for any of the above.

    It seems like only yesterday that jimmy and amy carter were so worried about nuclear proliferation, and considered stopping it one of our highest priorities. They were just talking about us and our allies, that’s why he never bothered with things like verification in the SALT II treaty with the soviets.

    As for hussein, he’s doing what I’d expect from a lifelong marxist that sat years in a racist ‘church’ with a theology based on marx, and where things like “GD America” were yelled from the pulpit.

    Your article is well written, but there are a couple of errors. 1. The total US arsenal is 5,113 weapons, as last reported by the State Department. The number of current deployed weapons is between 1,700 – 2,200 from the SORT Treaty. 1,550 deployed weapons takes effect in 2018. 2. Our nuclear warheads and delivery vehicles are the most advanced in the world and are continually undergoing modernization and upgrades, hence in many ways they are new and not old as you have written. For instance, our icbms have been totally remanufactured and are essentially new.

    I don't mean to scare you all, but Nuclear Russia has a has a standing military of 1,625,000 active forces and a reserve force of 20,000,000, Nuclear China has a standing military of 2,285,000 active forces and a trained reserve force of more than 1.500,000, Nuclear North Korea has a standing military of 1,325,000 active forces and a reserve untrained force of 8,200,000, Nuclear Pakistan has a has a standing military of 700,000 active forces and a trained reserve force of 500,000, and soon-to-be Nuclear Iran has a standing military of 565,000 active forces and a reserve force of 1,200,000. The United states has a standing military of 1,400,000 active forces and a reserve force of 1,500,000 which Obama wants to cut by 20%. Russia and China are jointly developing F-22 and F-35 equivalent fighters which is the Sukhoi Su-35 fighter as operational squadrons which Janes says is possibly superior even. Obama has effectively cancelled our F-22 and F-35 program. We have about 1500 – 2000 deployed nuclear warheads in with rest in mothballs. Russia and China combined have at least 2500 to 3000 deployed nuclear warheads and between 11,000 and 12,000 in storage and mor are MIRV and on mobile platforms.

      Three years ago, I would have said that your post was extreme. Now, I agree with it. Three hundred nukes is not a deterrent to Russia and China, and I don't think that Obama has what it takes to "press the button", anyway.

      There's an old story about Harry Truman speaking at a university, after he left the Presidency. After his speech, a student asked him, "Wasn't the decision to use the bomb on Hiroshima and Nagasaki the most gut-wrenching decision of your lifetime, Mr. President?"

    Our enemies do not fear us. In fact, the way things stand they will not attack us because we import all their products while American unemployment is a national shame. My wife was at Wal-Mart yesterday, and almost everything she bought was made in China. We keep the Chinese employed and awash in American dollars. The don't need to nuke us to take over, they are doing a very good job of conquering us without firing a shot. Obama is making sure the US is pretty much defenseless and a third world country instead of the most powerful nation on earth.

    India did “lease” a Russian nuclear submarine but the 28 nuclear cruise missiles were not part of the “lease”! The Sub is completely non-nuclear save from the propulsion. India has no way to “Buy” or “receive” missiles with a range greater than 300kms from Russia because the Missile Technology Control Regime Treaty prevents Russia from doing so.
