How the Democrats Destroyed Detroit

Last Friday, Michigan Gov. Rick Snyder, a Republican, announced that the state will proceed with a takeover of Detroit’s Democratic city government. “The current system has not been working. We have not stopped the decline,” said Snyder. “This is time for us not to argue or to blame, but to come together as Detroit, Mich., not Detroit vs. Michigan, and bring all of our resources to bear.” Snyder may not want to point the finger, but it is obvious that decades of Democratic rule and economic policies have brought this once great city to its knees.

The move, one step short of declaring municipal bankruptcy, means Snyder will be appointing an emergency manager with sweeping powers similar to that of a bankruptcy judge. Such powers include the ability to toss out unaffordable contracts with public employee unions and vendors, put city assets up for sale, consolidate or eliminate government departments, make further service cuts, or recommend municipal bankruptcy–all of which can be implemented with little to no input from local elected officials.

Democratic Mayor Dave Bing has a 10-day window to request a hearing on the decision. If he does the hearing will take place on March 12 in Lansing. If the appeal is denied, Snyder will appoint the manager. As of now that person hasn’t been identified, but the Governor says he has someone in mind. After 18 months, the emergency manager would be subject to review by local officials, at which time he could be removed or replaced.

Mayor Bing sounded like he was leaning towards appeal. “The Governor has made his decision, and it was his decision alone to make,” said Bing. “While I respect it, I have said all along that I do not favor an Emergency Manager for the City of Detroit. I will look at the impact of the Governor’s decision as well as other options, to determine my next course of action.”

Democratic politicians and civil rights organizations in a city where the population is 82.7 percent black were far less sanguine. “For one individual to be able to wipe out the duties of our duly-elected officials, that’s more or less a dictatorship, and it’s against everything that America is supposed to be about,” said the Rev. Wendell Anthony, president of the local NAACP.

The “dictatorship” meme was echoed by other Democratic officials. State Rep. Brian Banks, who represents parts of northeast Detroit, contended the Governor should not have the largest voice when deciding what’s best for Detroit.” State Sen. Bert Johnson (D-Highland Park) characterized the appointment of an emergency manager as “a death in the family.” Activist minister Malik Shabazz claimed that the “governor and the right wing in Lansing are destroying democracy and moving us into plutocracy.” And Rev. D. Alexander Bullock, president of the Detroit Chapter of Rainbow-PUSH, claimed the development “will add to the growing tension in Michigan.”  “We wait to see if austerity will trump democracy and prosperity,” he added.

What prosperity? Detroit’s downward spiral has been legendary. Once the fourth largest city in the nation, and home to its largest industry, Detroit’s population has been cut in half, from 1.5 million in 1970, to less than 700,000 in 2012. Median household income is $27,862 compared to the state median of $48,669. The poverty level is 36.2 percent compared to a statewide level of 15.7. The murder rate is 11 times that of New York City, and the unemployment rate is above 18 percent, more than double the national average. Detroit Public Schools (DPS) have been under emergency management since 2008. In late February, the state review board revealed that the city faces a short-term cash $327 million budget deficit and an estimated $14 billion in long-term debt, primarily driven by unfunded pension and retirement health care obligations.

As a result, the city can’t provide basic services. The Detroit Fire Department is so short of critical resources, rotating “brownouts” of fire companies are required. Forty percent of the city’s street lights are broken. For the past two years, the Bing administration has slowly adopted a city “triage” system, best described by the Detroit Free Press. “Infrastructure improvements, demolition activity, outdoor maintenance and development incentives will henceforth be concentrated in a relatively small number of neighborhoods that boast the high numbers of owner-occupied homes and little evidence of residential and commercial blight,” it reports.

To accord with this plan, the city’s 139 square miles have been broken down into four categories by Detroit’s Planning and Development Department: “steady,” as in little blight and a high number of owner-occupied homes; “transitional,” as in a neighborhood on its way up or down; “varied” as in some streets are stable and others are not; and “distressed” as in large amounts of blight, and few amenities, such as grocery stores.

Detroit residents have responded in kind. A staggering 47 percent of the owners of Detroit’s 305,000 properties didn’t pay their property taxes in 2012. Homeowner Fred Phillips illuminated the frustration many of those residents feel. “Why pay taxes?” he asks. “Why should I send them taxes when they aren’t supplying services? It is sickening….Every time I see the tax bill come, I think about the times we called and nobody came.”

Yet it’s even worse than that. Detroit has some of the highest big city property taxes in the nation, and property assessments remain overly inflated, amounting to as much as ten times the market price of the property, according to recent research compiled by two Michigan professors.

This has led to another phenomenon. Property owners are allowing themselves to be foreclosed upon, and then re-buying the same property at a reduced price, legally eliminating their outstanding debt in the process. Six hundred properties were repurchased in this manner in 2012, triple the number that occurred in 2010.

In short, Detroit is a city on the brink of ruination. At the center of that ruination is 50 years of Democrat rule. The last Republican Mayor the city had was Louis C. Miriani, who lost his reelection bid in 1961 and ended up spending 10 years in prison for tax evasion. Incoming mayor, Democrat Jerome Cavanagh, brought the “Model City” program — fashioned after Soviet Union centralized efforts to transform entire urban areas at once — to a nine-square-mile section of the city. Using a commuter tax and a new income tax as his vehicle, Cavanagh promised residents “the rich” would pay for it all. Yet because people were being told by government how to run their businesses and their lives, in exchange for government goodies, the program ended up failing spectacularly.

In 1967, after police broke up a celebration at an after hours club, an enraged neighborhood began to riot, igniting the worst race riot of the decade. Black-owned business were looted and burned to the ground. Forty people were killed and 5,000 were left homeless, and the “white flight” out of the city center, totaling 140,000 people over an eighteen month period, ensued. The city was never the same.

An unbroken series of Democratic mayors followed, all of whom had a hand in implementing the full panoply of progressive policies, highlighted by the giveaways to public service employees. Their outlandish salaries and benefit packages, coupled with highly inefficient work rules, killed the golden goose: the auto industry, and its attendant industrial community headed South, where lower taxes and right-to-work rules kept their businesses afloat.

The same swath of progressive policies destroyed the public school system as well. Perhaps nothing illustrates the corrupting influence of those policies better than the Detroit Federation of Teachers’ success in scuttling a $200 million offer by businessman and philanthropist Robert Thompson to build 15 charter schools in the city in 2003. Ten years later, the Detroit Public School (DPS) system remains a cesspool of failure, corruption and bankruptcy, all of which is chronicled here.

Considering some of the men who have run this city, Detroit’s descent into socialistic ruination should surprise no one. From 1974 to 1993, Coleman Young, who was subsequently revealed to be a member of the Communist Party, was mayor of the city. He failed to stem Detroit’s descent into chaos, and in 1992 his police chief was convicted of stealing $2.6 million from city taxpayers, even as Young defended him. Michigan’s hard-left U.S. Senator Carl Levin was Young’s chief supporter, serving as Detroit City Council president.

Kwame Kilpatrick, who served as Mayor from 2002 to 2008, represents the epitome of corruption. In 2008, he pleaded guilty to two felonies and no contest to a third one, receiving a sentence of 120 days. In 2010, he received a five year sentence for probation violations stemming from his obstruction of justice conviction. Currently Kilpatrick, along with his father, Bernard Kilpatrick, and his longtime contractor friend Bobby Ferguson, who got millions of dollars in city work, are awaiting a jury verdict on racketeering, bribery and tax charges that could send them all to jail for 20 years.

All of these polices and politicians have had their effect. In 2012, Forbes Magazine rated Detroit the most dangerous city in America. A Detroit News poll revealed that “Detroit’s crime crisis” has gotten so bad, a staggering 40 percent of its residents intend to leave the city within five years. Another two-thirds say the city is on the wrong track. The poll also found that all of Detroit’s public officials were held in low esteem, except for Police Chief Ralph Godbee–who retired due to a sex scandal after the poll was taken.

Now one might think that those living in the epicenter of Democrat-inflicted misery for fifty years might consider changing course. One would be completely wrong. On Nov. 6, Barack Obama received 98 percent of the vote. On the same night Detroit voters elected a convicted felon, Brian Banks, to serve in the state legislature. Other election results show overwhelming margins of victories for Detroit Democrats as well.

Thus, the self-inflicted misery continues, even as it is almost certain that Detroit’s Democratically-dominated city government will resist the efforts of Gov. Synder, and the Republicans who run the state legislature, to keep the city from going under. It is also likely that much of that resistance will be framed in racial terms, a theme that has already been stoked by U.S. Rep John Conyers (D-MI), who has represented Detroit for 47 years. “How come all of the jurisdictions put under emergency management are majority African American? Has anybody noticed that?” he wondered. Here’s what some people have “noticed,” Mr. Conyers: the top ten most dangerous cities in the nation are each led by a Democrat mayor.

Gov. Snyder frames the issue correctly. “There’s probably no city that’s more financially challenged in the entire United States,” he said. “We need to start moving upward with the city of Detroit.” Eric Lupher, director of local affairs for the Citizens Research Council of Michigan, put it even more bluntly. “The city could stop doing all of its current operations today–no more police and fire, no more garbage collection, no more street lights–and the city would still have billions of dollars of debt and promises made for future payments that it would have to pay.”

Detroit residents have had fifty years to fix their own problems. They’ve elected Democrat after Democrat, bringing the city to the brink of bankruptcy. It is hard to imagine an emergency manager could do worse.

      Even at this late date Democrat politicians like Conyer, Obama Carl Levin & others will not believe that an emergency manager is necessary unless Detroit actually declares bankruptcy or if the Federal government cannot afford a bailout. they have to be faced with businesses & banks refusing them further supplies & services on the fact of past supplies & services not being paid for. Until that happens these people will continue to believe that their way is the best way.

      If you intervene their mantra will be that we would have fixed it except that you intervened.

      They desperately need the proverbial bitch slap.

      I checked Coleman Young's wiki entry. It does not match the Weekly Standard story based on FBI documents. Coleman Young membership int he Communist party is an important fact that is left out of Wikipedia. As such the Wikipedia entry gives you the wrong perspective.

    Sadly there are many smaller cities in the same condition ,and every one of them are run by democrats and have black majority populations .
    The residents will vote felons,rapists and murderers in office as long they are black. They blame their personal and city problems on racism ,so there isn't much to do to save these cities .Black politicians steal all the financial aid they are given.

BTW, if you want to know how crazy this country has become, a week ago I was waiting to donate blood and the only thing I could find to read while waiting was a Rolling Stone magazine from last September. My eye was caught by an article that said that if Republicans won the (November) presidential election, they would do to the U.S. what they've done to Detroit. I kid you not, the lunatic who wrote the article blamed the problems of Detroit on the Republicans who haven't governed the city in over half a century.

      Finally, someone here is honest. What matters most of all to a city's fortunes is the percentage of residents who are black, not the prevailing political party. Seattle and Portland, for example, long have been ruled by liberal Democrats. Yet they are two of the world's most beautiful and livable cities. They have a lot of things going for them, of course, but the most important thing is small percentages of black population. Thus, they have avoided public safety, public health and public education disasters that have befallen Detroit, which by the way, until the end of World War II had been overwhlemingly white and Democrat-run, yet highly successful.

        I see where you are coming from but the reality is that its the liberal policies thst have created the "black" population as it is today. Complete and utter dependence on the government, God forsaken race pandering politicians, and complete abdication of all personal responsibility. As my wife is a teacher in the cleveland public schools, I see it first hand. The only real racism the inner city black faces is the soft biggotry of low expectations from-who else-the very deeply dishonest liberals who say they are there for them. It makes me sick and I cant imagine a solution that could even remotely change the direction short of utter reboot and restart

    I think trying to save Detroit now, would be the same as a major lumber company (IE Canfor) buying an ancient and rusted out sawmill, and then blowing more than it is worth to get it up and running again with its existing equipment.

    The only way to save Detroit now IMO, is to completely gut ALL of its public works, ALL of its political establishment, and then rebuild it all from the ground up.

I understand that they are considering doing that in Flint, another Michigan city that has gone off the rails.

    I do not live in Detroit or Michigan and frankly could care less if a city of morons ruined themselves. Let it be a monument to the Democratic party. From my point of view Detroit is also a perfect metaphor for America, which has become a country where the majority of the public are a bunch of lay abouts.

        If one were to pull the thread on the fact that that they are committing a huge percentage of the crimes they would enable the solution to the sixty plus years of cancer that has killed Detroit. The cancer has metastasized and is all over the country including the brain (the White House). It attaches itself to black cells preferentially. It cannot be cured by chemotherapy (crack, cocaine, meth, etc.) It either needs strong doses of radiation or complete surgical removal. It cannot be left to live on its own terms because it becomes dependent on the host. The host will not allow the cancer to remain a parasite.
        Instead of allowing Conyers and company to continue voting entitlements to takers it is time to ruin their ambitions and stop the redistribution of wealth and get everybody working again.

    Detroit is one of the saddest places in the world. This is what the Mayans and Incas must have gone through in the times of their decline. Whether or not buildings are torn down and replaced with trees, the city will grow over with weeds and trees leaving it for archeologists to uncover.

    Excellent article by an excellent author. His analysis of the problems in Detroit reveal that he is a man who understands the danger of socialistm and communism. And yet the people of the US continue to be lead down the garden path of Obama's progressivism. How many more Detroits before our people see the light?

    Have you seen Detroit lately? You cannot grasp the enormity of the catastrophe until you see the burned out homes, the trash filled lots, the poverty, squalor and hopelessness. You don't want to spend a winter there!
    Perhaps this is a microcosm of what is happening to our nation….immense debts and deficits, high unemployment, fifty million on food stamps, millions living below the poverty line, millions of illegal immigrants in our midst….. It is kinda scary!!!

    After the early 90s as a truck driver I decided long before I decided to stop delivering to Chicago it was Detroit. Crime was going up, delivering produce or meat there was worse than Hunts Point ever got to and the roads were worse than Pa or Mo at the time!
    I can't remember when the last time was that I even drove through Detroit to get anywhere in the state! I always drove around the slum!
    That city was a pit even out to the burbs and that's why I decided to do all the NYC work I could! Hello,The ONLY way for them to get me to even consider to deliver or pick up a load would be to get hazardous duty pay just like NYC Pay before I even look at the map to go there! They pay from $100 to $150 a load to cross a bridge to get to NYC, so heck they should pay just for the state! Look at Dearborne! Nope, pay me to go to MICHIGAN and pay all drivers to go there just like NYC and add Chicago to that list also! Let them starve, run around naked and cold until those crime ridden cities are cleaned up! Let them make what they need to live and in a few years they will all die because no victims went there! ! Now if only we could get Americans to stop going to places where they hate white toned Americans and stop feeding the media with another "senseless killing" in the ME!

When you can't get workers to show up regularly, when a good portion of the population is on drugs on a daily basis, when the residents vandalize every business, break every pane of glass in every building, and steal the merchandise in the stores, when they break into all the cars in the parking lot, rob the workers in the lot or on their way to and from work, rob and beat customers who dare come downtown, destroy the schools, murder people in the street in broad daylight, steal everything that isn't nailed down, while the government they elect uses the city's funds and the lavish federal grants to the city as their personal bank accounts, you find you have trouble attracting factories, businesses and workers. Since people like you like to drone on about "root causes" I think I'd give you the real reasons for Detroit's decline.

    If Detroit doesn't want an emergency manager the solution is quite simple: All State of Michigan money flowing into any entity in Detroit should be immediately stopped. You don't want to live under the "dictatorship" of Republicans in the State Legislature? OK, stop taking State of Michigan money.     Good detailed account by Ahlert. Note that Governor Snyder appears once again to be the "Establishment" type of Republican who is reluctant to name the cause of Detroit's decline – statism – or lay it at the feet of the Democratic Party where it belongs. This type of Republican can do enormous damage to the GOP – we need fighters who recognize the Democrats for what they are, and Snyder doesn't seem up to the job.

You can see this on the Tv show about the pawn store….people wanting no demanding more $$ than retail for new items and many times threatening the owners when they tell them they can't pay that.       Detroit was a great city until the mid 1960s. I attended a Catholic high school on the east side about three miles from a black middle class neighborhood, which was perfectly safe. Then came the late 1960s with the riot, Model Cities and Lyndon Johnson's Great Society. Detroit and most other major cities started to decay. Chicago survived but is headed quickly downhill as there are non enough productive people or businesses to pay the bill any more.

I will look at the impact of the Governor’s decision as well as other options, to determine my next course of action.”

    I suspect this statement means that Mayor Bing will be placing a phone call to Mr. Obama to tell him that "Detroit is too big to fail. How could you save the banks on Wall Street, GM and Chrysler, but refuse to save Detroit?" Don't forget that Obama pledged not to let Detroit fail and to defend Muslims if necessary. Maybe he can keep his pledge by renaming Detroit to 'Detroitistan' and selling it to Saudi Arabia?

    As the story notes, the Democrats have destroyed Detroit, and they're about to do the same to California. And yet, like Detroit's voters, California voters stubbornly keep putting in job-destroying, business-destroying, liberty-stealing, tax-hiking, union-beholden Democrats, even voting to establish a Democrat supermajority in the state capitol this past November. California voters even voted to raise taxes on themselves. With 84% of the budget going to civil servant payouts, California is going to hell in a handbasket, but the lemming Democrat voters just keep jumping over the cliff.

    I once lived in the adjacent county and knew a woman who worked in a museum in Detroit. She told me that after she was hired the city sent a couple of people to her home to make sure she actually lived there because the law was (and might still) that city employees must live in the city. So these 'inspectors' came in and looked in her refrigerator and the closet to make sure she actually lived there.

    These 'inspectors' were paid to do this – that is the way Democrats behave, demanding, endless rules, and constantly putting their noses where they don'g belong.

      Many US cities require that city employees live within the city limits. Some will reluctantly suspend the rule when the talent pool becomes too shallow.

    Just look at the aftermath of hurricane Kartina and how the population of New Orleans behaved verses the aftermath of hurricane Sandy and how those devastated by that monster storm behaved.
    I use to be a truck driver and I've been to every major city in the U.S.
    Detroit was the only city I ever feared for my life in.
    My co-driver and I were shot at because we're white,at least that's what a black Detroit police officer told us.

    What a shame a major U.S. city that was once called "The Paris of the Midwest" has been ruined by corrupt political hacks,lifetime welfare rats who have never worked.
    I wouldn't blame any honest hard working person for getting the hell out of that 3rd world crime infested hell hole !!
    Wake up America our country isn't far behind Detroit !!

        No hate here. I just call it like it is. The Democrats along with the labor unions destroyed Detroit/ By the way I was a working member of the AFL=CIO for thirty years. Sorry to say there is no help for Detroit and we as a nation no longer have the money to throw at it. This is why I say let it go. If Detroit can come back up without tax payers money then good and I truly hope it can. But we can no long afford bail outs.

Their constant coercion of businesses for what you call good living wages and benefits is what destroyed those very businesses and either closed them or forced them to move.
