Half-Truths, Delusions, and Immigration

The White House has leaked immigration legislation it’s preparing in case Congress fails to craft its own. According to USA Today, 11 million illegal aliens could apply for a “Lawful Prospective Immigrant” visa and after 8 years could get a green card. Criminals would be excluded––unless they served less than a year for their crime, or were convicted of 3 different crimes resulting in 90 days in jail. That will hearten the hit-and-run drivers and welfare cheats. Once they get a visa, their families will be in line for visas too. In other words, the president’s plan amounts to an amnesty that vaults lawbreakers, including some convicts, to the head of the immigration line.

The Republicans are squawking, but any plan they would sign off on will end up doing the same thing. Too many have drunk the electoral kool-aid and believe that caving on illegal immigrants will get them more Latino votes. But even if the Republicans’ share of Latino voters reached the 40% George W. Bush got, the Dems would still net 1.5 million more votes if illegal aliens became citizens. That’s not much of a payoff for betraying principle. And reaching that 40% appears increasingly unlikely, given that 75% of Hispanics want bigger government and more services, according to a Pew Hispanic Center poll last April, while a 2011 poll from Moore Information found that 29% think the Republican party “favors only the rich” and Republicans are “selfish and out for themselves.” They are already Democrats no matter what happens with illegal immigrants.

More important, the public discourse about illegal immigration is filled with incoherence, duplicity, and wishful thinking. One problem is the constant confusion of legal and illegal immigration. People justifiably worried about the latter are constantly chided for being “anti-immigrant” and forgetting that America is “a nation of immigrants.” But these are two separate complex problems, and trying to fix both with some “comprehensive reform” will end up with new policies that likely will make both worse. Today legal immigration is marred by “family reunification” preferences that count not just spouses and minor children but parents and siblings as “family.” Two-thirds of legal immigrants have come under these provisions, which take no account of whether or not these “family” members have skills beneficial to this country or are likely to become public charges.

The other 250,000 aspirant immigrants are limited to 55,000 visas a year, for which they compete by lottery rather than on the basis of skills or professions useful for Americans. Indeed, only 6.5% of legal immigrants are admitted based on those skills. Fixing legal immigration means doing what most other countries like Canada do: letting in those who benefit this country and its economy, and getting rid of “family reunification” programs. And don’t forget, an amnesty for the 11 million illegal aliens likely means many millions more will be admitted through family reunification programs.

As for illegal immigration, the public conversation is filled with half-truths and wishful thinking. Florida governor Jeb Bush and Clint Bolick, writing in the Wall Street Journal last month, offered a typical example: “Most immigrants come here to secure a better life for themselves and their families. They cherish the values of hard work, faith, family, enterprise and patriotism that have made this country great.” Well, some do, some do not. The fact is, the federal government has shown no interest in sorting out one from the other. Nor will setting the amnesty bar at felony convictions or “serious crimes” help distinguish between those who fit Bush and Bolick’s description, and those receiving EBT cards, WIC (Women, Infants, and Children) food aid, routine health care at emergency rooms, Medicaid and Medi-Cal, and those social welfare benefits, like social security disability payments, that are illegal for non-citizens but available through a forged social security card. And remember that the children of illegal aliens born in this country are eligible for means-tested welfare programs. Does anyone think that when the amnesty comes, the Feds will deem ineligible any illegal immigrant who has used these benefits?

Anyone who thinks the previous is a racist or xenophobic exaggeration is welcome to visit California’s San Joaquin Valley, where we have been living with the problems of illegal immigration for decades before it became a national issue. Come and see any hospital emergency room, or visit a prison, jail, or penitentiary, or sit in a schoolroom where English is a foreign language, or tour the rural Valley farm towns riddled with theft, gang violence, drugs, and broken city governments (“In essence,” Victor Davis Hanson writes, “in rural central California, the most highly regulated among the states, there are de facto no longer building codes, dog ordinances, health requirements, or any of the basic rules and regulations of a civilized or caring society”). And of course this disorder costs money. The direct costs just of schooling, healing, and incarcerating illegal immigrants in California were $4.2 billion a year in 2009. And that’s a very conservative estimate that leaves out indirect costs, which add up to billions more. The Federation for American Immigration Reform puts the 2009 tab at $22 billion.

Finally, the notion that, as Marco Rubio told the Wall Street Journal, immigrants “assimilate easily,” is another delusional notion. Notice how Rubio doesn’t distinguish between legal and illegal immigrants, or acknowledge the vast cultural variety within both sets of immigrants, a complexity routinely ignored in the use of meaningless categories like “Hispanic” and “Latino.” The fact is, since the rise of identity politics multiculturalism in the 60s, assimilation has become a dirty word, and rather than happening “easily” does so with difficulty and with little support from federal and state government. On the contrary, from ballots printed in a dozen languages other than English, to public school curricula teaching melodramas of white wickedness and mythic histories of non-white achievement and superiority, our public culture encourages and rewards the resistance to assimilation. That millions of legal and illegal immigrants in time assimilate anyway is testimony to their personal character, not the organs of our political culture.

This is the huge difference between immigration today and the great age of immigration between around 1880 and 1920 that often is cited as evidence that we are a “nation of immigrants.” Back then, immigrants were welcomed on the proviso that they become Americans if they wanted to reap all the benefits and opportunities for which they had made such an arduous journey. This meant learning English, American history and government, and American political virtues and principles. And it meant showing in word and deed loyalty to their new home. If they wanted to honor their home culture, they were free to do so on their own time through civic organizations, church leagues, private language school, and celebrating national holidays. But the public political and social culture and institutions were American, and if there were any conflicts between their new home and the old, in public behavior at least they had to choose the new. And if that choice was too hard, or they preferred their old culture, then they were free to go back.

That paradigm that made immigration a success in America has been weakened and compromised. Now immigrants, including illegal ones, are encouraged to demand public and political validation and recognition of the country and culture that failed them. They are encouraged to demand all the rights and benefits of living in a land of freedom, prosperity, and opportunity without paying any cost in loyalty or changing their beliefs or identity. Indeed, as victims of American imperialism, racism, and oppression, they are encouraged to consider these benefits as justified payback for those historical crimes. The result is to further the balkanization of American society that has eroded our common national identity.

Again, not all illegal immigrants have rejected becoming American. Millions are better Americans that many native-born Americans are. But as yet we have shown no inclination for sorting out the ones who are making that transformation from the ones who want to stay Mexican or Guatemalan or Ecuadoran yet still enjoy all the opportunity, rights, and benefits denied them by their home countries. And that is the major flaw in the “comprehensive reform” legislation both parties are touting. When they legalize 11 million illegal immigrants, they will not have a clue about the character of those upon whom they will bestow the gift of citizenship in the freest, most prosperous country in the world. Instead, these politicians simply repeat feel-good half-truths and sentimental myths as they prepare an amnesty that will worsen the problem rather than solve it.

    Why would Obama preclude criminals from citizenship? Hasn't he always been unfaltering in his loyalty to his own ilk? Obama, Soros, et al are nothing more than ruthless, rapacious, political criminals themselves.

    Why would Obama want hordes of uneducated people, all of them criminals, flooding America, knowing what a burden it puts on every aspect of a nation in deep economic trouble? Common sense should tell him that it will make economic recovery impossible….or was that his goal all along? I ask that question rhetorically since nothing Obama has done to date has helped, or has any chance of helping, the economy. He is purposely fomenting strife, failure, and chaos.

      Don't worry. He's got them covered. This is just a first draft. Reality will be different. Nobody ever has to leave. We have no borders, other than voluntary ones for chuckle-headed fools who take them seriously for no reason. I'm sure that problem will go away too.

      Jihadis are paying close attention too. That's the real agenda. Now they've got their own open highway in to the USA any time they want with virtually no limits to what they can carry.

    What a surprise. Those new visas will probably be sent with the foodstamps and prepaid envelopes to make sure the poor things don't go through any expense since they've already endured the hardship of being referred to as "illegal" by nasty Americans bigots.

    Amnesty for illegals looks to be an unmitigated disaster. The more I read about Canada, the better it sounds. I think Canada also has some kind of limited guest workers program. George W. Bush garnered 40% of the Latino vote because Bush genuinely likes Latinos (and they knew it) as does Governor Perry; so much so, both got into trouble with their base. I know I will get into trouble for the following. If you listen to conservative talk radio as I do and you are Hispanic, I think you just "might" get the impression conservatives do not particularly like Mexicans; not just illegals. Has anyone listened to Michael Savage? I know most callers and hosts are careful to make a distinction between legal and illegal. Still, I am not sure an Hispanic listener would hear the distinction. That having been said, Republicans are simply not going to get this vote by and large. If Hispanics want more government, more government programs and spending, Republicans cannot compete with Democrats.

        You have to discern between collectivism and multiculturalism. Some times people use collectivist rhetoric to attack multiculturalism. Savage probably knows the difference but his radio personality leads him to using language that borders on blasphemy for a true liberal conservative, or "compassionate conservative" is how he describes himself if I recall correctly.

        In this example, you don't attack all Mexicans because of the proliferation of illegal immigrants from Mexico. To do so is using collectivist ideology. That is not the same as removing cultural distinctions. It's simply using discernment.

        Failure to make these distinctions is what makes it so hard to reach people who are unsure about what to think. It makes it easier to paint conservatives as "racists," etc.

      Canada, contrary to this article's claim, does have "family reunification" provisions. Canada has the highest immigration (per capita) of any Western nation. (I also believe Canada's immigration provisions, is, and has been for years, an utter disaster. Under the Liberals vast numbers (many unskilled, unable to speak either French or English, entered the country — this was encouraged by Liberals, for vote buying. The Liberals never dared to condemn, say, the Tamil Tigers — the Liberals needed their votes in key ridings. Now there are claims that the Conservatives are adopting a similar stance — they want immigrant votes and cater to them. It is extremely destructive.)

          There has been no decline in the numbers of immigrants brought into Canada under the Conservatives. Sun News Network (dec 19, 2012) interviewed a former CSIS fellow who stated that there is "no economic justification for our intake" of over a quarter of a million immigrants per year. He further noted that 60,000 come from Iran (estimates are that 50 per cent are loyal to Tehran). The Fraser Institute argues that Canada loses 16 to 20 billion dollars because of immigration. It is nothing more than a vote importing mechanism. (Also, the number of ethnic enclaves — thanks in part to our multiculturalism laws — have sky-rocketed — they are not "assimilating", and why should they? In this country assimilation is deemed racist. And I don't even want to start on the evil, the creepy "guest worker" program — it is utterly obscene. Christy Clark, premier of B.C., has been busily allowing in Chinese coal miners — work denied to unemployed Canadians — so she can do what? Break the Canadian Coal Unions? To h-ll with the Leftists!     THEY NOW WORK for under-the-table cash and PAY NO TAXES but if they become LEGAL, they'll get a SS number and will now have to pay taxes. These ILLEGALS take our jobs, pay no taxes, but at the same time, A LEGAL loses their job and now are on the unemployment rolls for now almost for 100 weeks and they now taste that "free time" and get EBT too. They stay that way and will surely not vote for a Party that proposes "Welfare reform."

    If I were to get really ill, I could move to Mexico, renounce my U.S. citizenship, become a Mexican, or whatever, cross back and now as an ILLEGAL I GET EVERYTHING FOR FREE!

    Since, like Michael Moore says, "Cuba has a superior healthcare system and it's free," why don't Americans just spend the $500 it takes for a ticket TO CUBA and get their healthcare for free. We could even transform Cruise ships, and a couple of aircraft carriers to transport sick Americans TO CUBA. And surely once there, they will see the glories of The Revolution and will just stay there. I am always though when Americans who glorify Cuba's system come back to this "Capitalist He!!hole and Terrorist Nation."

      Steven, why would you think that an unskilled uneducated non English speaking low wage worker would magically be transformed into a skilled educated, English speaking TAXPAYING legal one with amnesty? All it would do is let him collect more welfare and social services that he doesn't pay for. As it is, illegal aliens filing for the child tax credit last year got back not only everything they paid in taxes, but an additional $4.2 BILLION from the US taxpayer.

    The demographics of the country had to be changed for the Left to work. The Left needs an underclass to survive or no Left with its pretense of salvation for the poor. To defeat the Left we have to cut off the blood supply of illegal immigrates it feeds on, not give them amnesty but send them to the back of the line.

    Nothing works when lies define the problem, however, and due to American jobs being outsourced work itself is not even working. Consequently the middle-class is becoming another underclass for the Vampire of the Left to feed on, as America becomes just another banana Republic drained and discarded as a solution to anything.

An “immigrant” being a person who wants to join our culture, learn our language, adopt our values and become an American.     Duh, the big difference in those days was WHITE SUPREMACY. 150 years ago the U.S. created a wall of apartheid for brown-skinned peoples in Mexico while opening the doors to boatloads of whites from Europe, asking them only to leave Europe's languages and political allegiances behind, never mind the problem with Roman Catholicism, it was ironed-out.

    Today white supremacy is kaput in the U.S., yet the same paradigm of apartheid of Mexicans continues like the Titanic heading full speed for the iceberg. The entire debate on "comprehensive immigration reform" by the two major parties is a SHAM because the only true permanent reform is INCORPORATING MEXICO INTO THE U.S. AS 10 NEW STATES and making it work. Until the Megamerge Dissolution Solution is on the table with both parties, the whole debate is STUCK ON STUPID and is a running comedy show, with the Republicans fighting to keep things from changing, and the Democrats fighting to legalize Mexicans only because they think they will vote Democratic, but somehow will blindly follow the current leaders and not have their own. Both sides have totally closed minds. It's SICK.

    A 60-state US will be far stronger economically, socially, politically, and militarily. It's time to rise above party politics and unite on this issue, agreeing only to bicker about timing, phasing, and funding. When when when will the big brains in both parties wake up and catch up with me? I'm sitting on the solution and nobody wants to try it.

      You live in fairy tale land, historyscoper. My Arab grandparents came here circa 1900, part of a mass exodus to the Western Hemisphere by Arabs. In fact, lots of Arabs went to Mexico and Latin America.
      I'm a Democrat, and I object to yet another amnesty. We were promised the 1986 amnesty would be the only one and we were lied to. And just why do you seem to think that Mexicans, who live in one of the wealthiest countries in the world and home to the world's richest man (the child of some of those Arab immigrants), should have some special privilege to break the laws of this country?

    You should take a trip here to Toronto or Vancouver "Hongcouver" it is like a chinese colony than a Canadian city. Also take a trip to suburban areas like Markham Scarborough in Toronto and Richmond in Vancouver. This is due to the fact we summit too many eastern asian immirgrants, they all have tons of money, skills and are benefit to Canada. But these people simply do not intergrate into the canadian society, they speak their own language, owns massive new malls selling their own stuff from their homeland, stick to their own culture and kind. I had a conversation with a friend and he told me that they know for a fact that some just stay here for 6 months every year and then go back to their own country just so they can get or have the citizenship. Also now students who secures any kind bachelor's, master's, or doctoral degree from any university will obtain a certificate of selection to become a citizen of Canada. This is wrong as one could get a totally useless degree just to get citizenship. Yeah it is good for the economy in a small way but be prepare to be segregated and have your country belief, culture and traditionalism taken away from you. It is too easy to immirgrate to Canada, now we have what we called an invasion and a cultural war

      I've been told that some of the East Indians that populate Surrey are downright rude. Though I live in a town with a significant portion of East Indian (Sikh) immigrants and second-and third generationers and they're fine, so I dunno. I've found the Lower Mainland's asian population to be rather pleasant as well, at least it was so in 1996. Chinese, Korean, Japanese, Vietnamese, even if they don't strictly assimilate, aren't usually a problem. And I love T&T supermarkets because of all the neat stuff that are usually only available at Fairway markets, and some over and above that.

      Even when Chinese don't assimilate due to the huge culture gap, they share most of our values for law and order, if not cuisine. Any major city with a China Town usually benefits from it. While they do allow illegal fireworks and drugs, they do this no more than our indigenous high density areas do.

      Chinese culture is not incompatible with American culture in ways that count. It may feel different, but what I say is very true. Chinese people value hard work and taking care of themselves and their families. The Chinese communists are leftists. Most Chinese hate communists. Chinese communists in the regime aren't even really communists at heart. They just use the rhetoric to create their oligarchy. That's what happens in any communist nation after very little time passes. For some, that was the whole point of the "revolution." There aren't as many true believers as you might think. Only dupes become true believers. The whole notion of communism is based on delusion, so what do you expect?

      Most Chinese are not that dumb. In any case, most of them aspire to assimilate, and their children born here almost always do assimilate entirely. The history of Chinese immigration in the West is a great example of what we should demand from others. They have a far larger chasm to cross and the biggest excuses for failure to integrate. Yet we have English-speaking Muslims who REFUSE to learn anything productive because it violates their religious beliefs. Working in a Western nation violates Islamic values, unless it advances Islam. And we put up with this because they've learned to present their case in rhetoric that deceives leftist dupes.

      There was an article in the National Post about Chinese immigrants — the husband is employed in China, he works in China — but his wife and kids live in Canada. They take advantage of our free medical system, free schools, etc and pay a pittance in taxes. If you're a Chinese Communist, Canada is a fabulous haven.

      This doctrine doesn't favor white Europeans. It's about loyalty to the nation, nothing else. I'll take a hundred Allen Wests over any number of white men from Scandinavia, if I've got nothing else to go by. Most likely I'll still take West after vetting too. But the point is that we have to have standards. It's easy to send brainwashed people loyal to other nations through birth or simply through foreign indoctrination.

    Bruce makes an interesting point about character and assimilation. However, character is often shaped by culture. And the culture and character of the people produce the politics. What we see south of the Rio Grande and continuing to the tip of Chile, with regard to the politics that character produces, is not at all encouraging. I wish I didn't have to say it but, with regard to immigration, it really is time to say enough is enough for a while.

    Amnesty for illegals looks to be an unmitigated disaster. The more I read about Canada, the better it sounds. I think Canada also has some kind of limited guest workers program. George W. Bush garnered 40% of the Latino vote because Bush genuinely likes Latinos (and they knew it) as does Governor Perry; so much so, both got into trouble with their base. I know I will get into trouble for the following. If you listen to conservative talk radio as I do and you are Hispanic, I think you just "might" get the impression conservatives do not particularly like Mexicans; not just illegals. Has anyone listened to Michael Savage? I know most callers and hosts are careful to make a distinction between legal and illegal. Still, I am not sure an Hispanic listener would hear the distinction. That having been said, Republicans are simply not going to get this vote by and large. If Hispanics want more government, more government programs and spending, Republicans cannot compete with Democrats.

    Who cares, most of us like a politcal party that doesn't pander to minority groups but treats us like Americans.

    An informative article on Canada's out-of-control immigration policies was published in the Calgary Herald, titled "Immigration isn't as beneficial as politicians claim" by James Bissett (May 20, 2011). From the article: "…of the 281,000 immigrants [to Canada] who arrived in 2010, only 17 per cent were skilled workers selected for their potential contribution to our labour force." It's all about sponsorship and family reunification — not about skilled workers.

    That paradigm that made immigration a success in America has been weakened and compromised. Now immigrants, including illegal ones, are encouraged to demand public and political validation and recognition of the country and culture that failed them. They are encouraged to demand all the rights and benefits of living in a land of freedom, prosperity, and opportunity without paying any cost in loyalty or changing their beliefs or identity.
