The fetid, dark heart of the Arab war on Israel, I have long argued, lies not in disputes over Jerusalem, checkpoints, or &quot;settlements.&quot; Rather, it concerns the so-called Palestine refugees.

So called because of the nearly 5 million official refugees served by UNRWA (short for the &quot;United Nations Relief and Works Agency for Palestine Refugees in the Near East&quot;), only about 1 percent are real refugees who fit the agency&#039;s definition of &quot;people whose normal place of residence was Palestine between June 1946 and May 1948, who lost both their homes and means of livelihood as a result of the 1948 Arab-Israeli conflict.&quot; The other 99 percent are descendants of those refugees, or what I call fake refugees.

Perversely, UNRWA feted its 60th anniversary in 2009, as though this were something to be proud of.

Worse: those alive in 1948 are dying off and in about fifty years not a single real refugee will remain alive, whereas (extrapolating from an authoritative estimate in Refugee Survey Quarterly by Mike Dumper) their fake refugee descendants will number about 20 million. Unchecked, that population will grow like Topsyuntil the end of time.

This matters because the refugee status has harmful effects: It blights the lives of these millions of non-refugees by disenfranchising them while imposing an ugly, unrealistic irredentist dream on them; worse, the refugee status preserves them as a permanent dagger aimed at Israel&#039;s heart, threatening the Jewish state and disrupting the Middle East.

Solving the Arab-Israeli conflict, in short, requires ending the absurd and damaging farce of proliferating fake Palestine refugees and permanently settling them. 1948 happened; time to get real.

Senator Mark Kirk (Republican of Illinois), the force behind making long-needed changes to UNRWA.I am proud to report that, in part based on the work carried out by the Middle East Forum&#039;s Steven J. Rosen and myself over the past year, the U.S. Senate Appropriations Committee onMay 24 unanimously passed a limited but potentially momentous amendment to the $52.1 billion fiscal 2013 State Department and foreign operations appropriations bill.

The amendment, proposed by Mark Kirk (Republican of Illinois) requires the State Department to inform Congress about the use of the annual $240 million of direct American taxpayer funds donated to Palestine refugees via UNRWA. How many recipients, Kirk asks, meet the UNRWA definition cited above, making them real refugees? And how many do not, but are descendants of those refugees?

The Kirk amendment does not call for eliminating or even reducing benefits to fake refugees. Despite its limited nature, Kirk calls the reporting requirement a &quot;watershed.&quot; Indeed, it inspired what a senior Senate GOP aide called &quot;enormous opposition&quot; from the Jordanian government and UNRWA itself, bringing on what Foreign Policy magazine&#039;s Josh Rogin called a raging battle.

Why the rage? Because, were the State Department compelled to differentiate real Palestine refugees from fake ones, the U.S. and other Western governments (who, together, cover over 80 percent of UNRWA&#039;s budget) could eventually decide to cut out the fakes and thereby undermine their claim to a &quot;right of return&quot; to Israel.

Deputy Secretary of State Thomas R. Nides, who is trying to maintain UNRWA&#039;s dysfunctional system.Sadly, the Obama administration has badly botched this issue. A letter from Deputy Secretary of State Thomas R. Nides opposing anearlier version of the Kirk amendment demonstrates complete incoherence. On the one hand, Nides states that Kirk would, by forcing the U.S. government &quot;to make a public judgment on the number and status of Palestinian refugees … prejudge and determine the outcome of this sensitive issue.&quot; On the other, Nides himself refers to &quot;approximately five million [Palestine] refugees,&quot; thereby lumping together real and fake refugees – and prejudging exactly the issue he insists on leaving open. That 5-million refugee statement was no fluke; when asked about it, State Department spokesman Patrick Ventrellconfirmed that &quot;the U.S. government supports&quot; the guiding principle to &quot;recognize descendants of refugees as refugees.&quot;

Also, by predicting a &quot;very strong negative reaction [to the amendment] from the Palestinians and our allies in the region, particularly Jordan,&quot; Nides invited Arabs to pressure the U.S. Senate, a shoddy maneuver unworthy of the State Department.

Through all of Israel&#039;s 64-year existence, one American president after another has resolved to resolve the Arab-Israeli conflict, yet every one of them ignored the ugliest aspect of this confrontation – the purposeful exploitation of a refugee issue to challenge the very existence of the Jewish state. Bravo to Senator Kirk and his staff for the wisdom and courage to begin the effort to address unpleasant realities, initiating a change that finally goes to the heart of the conflict.

For World Refugee Day: Abolish UNRWA
1.

From the PA&#039;s official WAFA news agency:


RAMALLAH, June 20, 2012 (WAFA) – Number of refugees registered in the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) totaled 5.1 million in 2012, according to a statistical review on the current status of the Palestinian refugees published Wednesday and prepared by the Palestinian Central Bureau of Statistics (PCBS) on the eve of the International Day of Refugees.
UNRWA&#039;s statistics this year say that there are 5,115,755 registered &quot;persons,&quot; but only 4,797,723 &quot;refugees.&quot; As a footnote states:

Recent digitisation of UNRWA’s registration records enables us to present more detailed beneficiary statistics. Other registered persons include those eligible to receive services.Which means that UNRWA is providing services to 318,032 people that even UNRWA does not consider refugees!

Out of those 4.8 million UNRWA &quot;refugees,&quot; 1,979,580 live in Jordan, 727,471 live in the West Bank and 1,167,572 live in Gaza. 

Nearly all of the Jordanians - lets say 1.8 million - are Jordanian citizens, and cannot be considered refugees.

All of those living in Gaza and the West Bank live in what they consider Palestine, so they cannot be considered refugees by any definition. 

Which means that we can cut out 3.6 million from the rolls, today, leaving 1.1 million left.

The remaining &quot;refugees,&quot; live in Lebanon and Syria. 436,154 are registered in Lebanon and 486,946 registered in Syria. 

But UNRWA itself admits that the number of &quot;registered&quot; refugees in Lebanon does not reflect reality. Even though it gets funding for 436,000 refugees in Lebanon, there are only about 240,000 Palestinian Arabs who are actually receiving UNRWA aid there. The other 200,000 or so are gone - many became citizens, many moved out of Lebanon to Europe.

Ever since the early days of UNRWA, the Palestinian Arabs have lied to the agency to inflate their numbers. They didn&#039;t register deaths and they added people who were not refugees to the rolls. 

In Jordan, most of the stateless Palestinian Arabs are from Gaza who left in 1967. They weren&#039;t expelled, they weren&#039;t threatened, they weren&#039;t forced out: they left for the simple reason that they didn&#039;t want to live under Israeli rule. (Most of those who left the West Bank for Jordan felt the same, most of those leftafter the war, not during. Of course, they were already Jordanian citizens.) Which means that they aren&#039;t refugees either, by the official definition of the term - &quot;A person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality...&quot; 

While I don&#039;t know if the Syrian statistics are as skewed as the Lebanese, we can assume a large error in these statistics altogether; perhaps only 700,000 people who are truly deserving of UNRWA aid in Syria and Lebanon.

Of course, descendants of refugees are not considered refugees forever by any definition besides UNRWA&#039;s. The UNHCR has specific cessation clauses that define how a refugee loses that status; UNRWA has none. In reality, the only people who can remotely be considered refugees are those who were born in Palestine before 1949, who live outside the territories and who do not have citizenship. 

In the West Bank, 3.7% of the Arabs are over 65 years old. If that number is roughly accurate all over the Middle East, that means that there are, at most, 30,000 Palestinian Arab refugees today. (This is not counting the refugees who are of Palestinian descent who were expelled from Iraq, Kuwait and elsewhere; UNHCR counts about 94,000 of those.) 

The number that UNRWA uses is inflated by over 160 times the reality. And they do it for only one reason: to keep their bloated bureaucracy alive.

5.

It is worth reading the UNHCR Global Trends report released for World Refugee Day. While it mentions the UNRWA &quot;refugees&quot; in passing, it seems almost embarrassed to include them in the statistics of real refugees in the world. 

UNHCR&#039;s report make it clear what a refugee organization is supposed to do: to solve the problem, not to perpetuate it. UNHCR manages to resettle or repatriate hundreds of thousands of refugees and displaced persons every year, an astonishing record. 

And from reading the literature from UNHCR and comparing it to that of UNRWA, one can only come to one conclusion: 

UNRWA must be abolished.]]></description>

<p>All of those living in Gaza and the West Bank live in what they consider Palestine, so they cannot be considered refugees by any definition. </p>
<p>Which means that we can cut out 3.6 million from the rolls, today, leaving 1.1 million left.</p>
<p>3.</p>
<p>The remaining &#8220;refugees,&#8221; live in Lebanon and Syria. 436,154 are registered in Lebanon and 486,946 registered in Syria. </p>
<p>But UNRWA itself admits that the number of &#8220;registered&#8221; refugees in Lebanon does not reflect reality. Even though it gets funding for 436,000 refugees in Lebanon, there are only about 240,000 Palestinian Arabs who are actually receiving UNRWA aid there. The other 200,000 or so are gone &#8211; many became citizens, many moved out of Lebanon to Europe.</p>
<p>Ever since the early days of UNRWA, the Palestinian Arabs have lied to the agency to inflate their numbers. They didn&#8217;t register deaths and they added people who were not refugees to the rolls. </p>
<p>In Jordan, most of the stateless Palestinian Arabs are from Gaza who left in 1967. They weren&#8217;t expelled, they weren&#8217;t threatened, they weren&#8217;t forced out: they left for the simple reason that they didn&#8217;t want to live under Israeli rule. (Most of those who left the West Bank for Jordan felt the same, most of those leftafter the war, not during. Of course, they were already Jordanian citizens.) Which means that they aren&#8217;t refugees either, by the official definition of the term &#8211; &#8220;A person who owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality&#8230;&#8221; </p>
<p>While I don&#8217;t know if the Syrian statistics are as skewed as the Lebanese, we can assume a large error in these statistics altogether; perhaps only 700,000 people who are truly deserving of UNRWA aid in Syria and Lebanon.</p>
<p>4.</p>
<p>Of course, descendants of refugees are not considered refugees forever by any definition besides UNRWA&#8217;s. The UNHCR has specific cessation clauses that define how a refugee loses that status; UNRWA has none. In reality, the only people who can remotely be considered refugees are those who were born in Palestine before 1949, who live outside the territories and who do not have citizenship. </p>
<p>In the West Bank, 3.7% of the Arabs are over 65 years old. If that number is roughly accurate all over the Middle East, that means that there are, at most, 30,000 Palestinian Arab refugees today. (This is not counting the refugees who are of Palestinian descent who were expelled from Iraq, Kuwait and elsewhere; UNHCR counts about 94,000 of those.) </p>
<p>The number that UNRWA uses is inflated by over 160 times the reality. And they do it for only one reason: to keep their bloated bureaucracy alive.</p>
<p>5.</p>
<p>It is worth reading the UNHCR Global Trends report released for World Refugee Day. While it mentions the UNRWA &#8220;refugees&#8221; in passing, it seems almost embarrassed to include them in the statistics of real refugees in the world. </p>
<p>UNHCR&#8217;s report make it clear what a refugee organization is supposed to do: to solve the problem, not to perpetuate it. UNHCR manages to resettle or repatriate hundreds of thousands of refugees and displaced persons every year, an astonishing record. </p>
<p>And from reading the literature from UNHCR and comparing it to that of UNRWA, one can only come to one conclusion: </p>
<p>UNRWA must be abolished.</p>

Jewish officials worry about exclusion, uptick in anti-Israel activity

The United Nations overwhelmingly voted to declare 2014 the “International Year of Solidarity with the Palestinian People” during an unprecedented vote that human rights observers say was marred by anti-Israel fervor.

The U.N.’s General Assembly (UNGA) voted 110 to 7 to approve the resolution on Nov. 26, just a day after the measure was put forth during a controversial series of meetings to mark 2013’s “International Day of Solidarity with the Palestinian People.”

While the U.N. holds a Palestinian solidarity day each year, this is the first time that it has voted to dedicate an entire year to what it describes as the plight of the Palestinian people.

The General Assembly adopted at least three other resolutions that targeted Israel on the same day.

Jewish groups worry that the U.N. will now see a massive uptick in anti-Israel activity in 2014, as the Palestinian rights committee assumes unilateral control over meetings and events that can take place under the auspices of the solidarity year.

The 2014 resolution was passed just one day after a prominent Jewish human rights institute was controversially barred from attending events held on behalf of the 2013 day of Palestinian solidarity.

Anne Bayefsky, director of The Touro Institute on Human Rights and the Holocaust (IHRH ), the group at the center of the controversy, warned that UN staff and a UN committee have now been enabled to make 2014 a “year of excluding pro-Israel Jewish organizations from the United Nations.”

Critics say the initiative is likely to exacerbate what they say is an anti-Israel bias at the United Nations, where the Palestinians have many allies in their efforts to marginalize Israel.

“The General Assembly resolution declaring 2014 as Palestinian solidarity year greatly expands the anti-Israel propaganda operation of the UN’s Palestinian Division,” said Bayefsky, who warned that the ban of her group is a “part of a larger political agenda to rewrite history and delegitimize Israel.”

The 2014 resolution was only opposed by Israel, the United States, Australia, Canada, Micronesia, and several others. Fifty-six member nations abstained form the vote.

“U.S. taxpayers have paid over half a billion dollars renovating U.N. Headquarters in the middle of New York City, and yet the Obama administration has ceded access to public meetings therein for the first time ever to the UN Division for Palestinian Rights,” Bayefsky said. “It’s an outrage, and must be challenged immediately.”

“The United States strongly supports the principle of non-governmental organization participation at the United Nations and will continue to engage on this issue,” said Erin Pelton, a spokesperson for the U.S. Mission to the United Nations.

Daniel S. Mariaschin, executive vice president of B’nai B’rith International (BBI), a Jewish group with a strong presence at the United Nations, said that the 2014 resolution is part of a larger campaign to delegitimize Israel on the world stage.

“We in the Jewish community, organization, and friends of our community, will need to redouble our efforts” to correct the narrative about Israel, Mariaschin told the Free Beacon. “This is one example of something we’ll certainly be pushing back against, educating, and engaging in our advocacy activity.”

The resolution designating 2014 as the year of Palestinian solidarity orders that a series of “activities” be held throughout the year.

These activities and meetings will be organized by the Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP), which will also be in charge of determining who gains access.

The CEIRPP was also in charge of determining access when the IHRH-an officially accredited U.N. non-governmental organization-and 18 pro-Israel Jews were barred from attending this year’s Palestinian solidarity day.

U.N. security officials initially granted the IHRH credentials permitting 18 Birthright Israel alumni to attend the daylong series of meetings. However, the credentials were revoked less than a day later after the CEIRPP objected, according to emails obtained at the time by the Free Beacon.

Bayefsky cautioned that “unless something is done now” the CEIRPP and the U.N. Palestinian Division can be expected to allow only “hand-picked, anti-Israel members of civil society” to attend any U.N. public meeting labeled a solidarity event in 2014.

The Division for Palestinian Rights, which will act as the gatekeeper to meetings held under the 2014 resolution, ultimately did not allow the IHRH and 18 pro-Israel Jewish individuals to attend this year’s meetings.

Photos taken on the day of the event show that over-crowding was not an issue, as some had claimed it would be, and that just two flags were erected at the front of the room used for the meetings: The official U.N. flag and one representing the “State of Palestine.”

The U.N. meeting room was decorated with several panels purporting to outline the Arab-Israeli conflict. It included a display claiming that there are 11 million Palestinian refugees, a number disputed by many, including members of Congress.

Israel’s flag was not present in the room even though the day of solidarity is meant to highlight the international body’s commitment to a two-state solution in the Middle East.

Speakers at the event included Filippo Grandi, the commissioner-general of the UN’s Relief and Works Agency for Palestine Refugees (UNRWA) and Methodist Church representative David Wildman, who advocated in favor of the Boycott, Divestment, and Sanctions (BDS) movement that wages economic warfare on Israel.

Wildman invited “all member states” to join the BDS movement and accused Israel of apartheid in his remarks.

UNRWA’s Grandi blamed Israel for the plight that some Palestinians face in Syria, where a years-long civil war continues to kill civilians.

“Palestinian refugees are at risk of their lives literally today in Syria because more than 1 million Palestinian refugees together with other Palestinians continue to live under blockade and suffer very severe hardship in Gaza,” he said.

Grandi also implied that Israel’s creation is “the original injustice” in the Middle East.

BBI’s Mariaschin said that Jewish groups are facing an uphill battle at the U.N.

Israel-centric resolutions and meetings are “part and parcel of the infrastructure in the U.N., which puppets the Palestinian narrative,” he said.

UNRWA&#039;s official educational vision

“An UNRWA education system which develops the full potential of Palestine Refugees to enable them to be confident, innovative, questioning, thoughtful, tolerant and open minded, upholding human values and religious tolerance, proud of their Palestine identity and contributing positively to the development of their society and the global community”.But UNRWA does not only teach secular subjects, as it implies. In Gaza at least, UNRWA teaches Islam.

And some of that education is far from tolerant.

On the UNRWA jobs website, it notes that there are interviews this coming week for teachers in Gaza. Only two specific subjects of expertise are listed: English and &quot;religious education.&quot; 



Indeed, the Palestinian Arab UNRWA site has curricula, sample exams and more for religious education. 
Here is a photo essay for one school that had a Quran Day, where they were encouraged to memorize the Quran. A similar ceremony from this past May can be seen here.

Quran lessons can be found in UNRWA school sites.

UNRWA social studies sites talk about the importance of Jerusalem to Muslims and Christians, but not for Jews.

The Maghazi Prep School for Girls makes everyone know it has an explicitly Quranic agenda. It also mentions that its vision is to help the girls raise a generation of people who will &quot;defend their country.&quot;

And this is only the tip of the iceberg.



At the Nusseirat Primary School website, we see a lesson on honoring one&#039;s parents:

It was narrated that Abu Abdul Rahman Abdullah bin Masood may Allah be pleased with him said: I asked the Prophet peace be upon him: which work does God prefer He answered: Saying prayers on time. I said: Then what? He said: honoring one&#039;s parents. I said: Then what? He said: Jihad in the way of Allah. Agreed.

Are Palestinian Christians forced to attend mandatory Quran classes run by UNRWA?  Should the UN be in the Islamic education business? How much of UNRWA&#039;s budget goes towards &quot;religious education?&quot; Are Western donors to UNRWA even aware that they are funding these lessons?

<p>UNRWA&#8217;s official educational vision</p>
<p>“An UNRWA education system which develops the full potential of Palestine Refugees to enable them to be confident, innovative, questioning, thoughtful, tolerant and open minded, upholding human values and religious tolerance, proud of their Palestine identity and contributing positively to the development of their society and the global community”.But UNRWA does not only teach secular subjects, as it implies. In Gaza at least, UNRWA teaches Islam.</p>
<p>And some of that education is far from tolerant.</p>
<p>On the UNRWA jobs website, it notes that there are interviews this coming week for teachers in Gaza. Only two specific subjects of expertise are listed: English and &#8220;religious education.&#8221; </p>
<p>Indeed, the Palestinian Arab UNRWA site has curricula, sample exams and more for religious education.<br />
Here is a photo essay for one school that had a Quran Day, where they were encouraged to memorize the Quran. A similar ceremony from this past May can be seen here.</p>
<p>Quran lessons can be found in UNRWA school sites.</p>
<p>UNRWA social studies sites talk about the importance of Jerusalem to Muslims and Christians, but not for Jews.</p>
<p>The Maghazi Prep School for Girls makes everyone know it has an explicitly Quranic agenda. It also mentions that its vision is to help the girls raise a generation of people who will &#8220;defend their country.&#8221;</p>
<p>And this is only the tip of the iceberg.</p>
<p>At the Nusseirat Primary School website, we see a lesson on honoring one&#8217;s parents:</p>
<p>It was narrated that Abu Abdul Rahman Abdullah bin Masood may Allah be pleased with him said: I asked the Prophet peace be upon him: which work does God prefer He answered: Saying prayers on time. I said: Then what? He said: honoring one&#8217;s parents. I said: Then what? He said: Jihad in the way of Allah. Agreed. </p>

UNRWA event displays a map that encourages the delegitimization of Israel by labeling all of Israel as Arab Palestine.


According to Palestinian Media Watch, “At the official launch of two German-funded UNRWA (United Nations Relief and Works Agency for Palestine refugees in the Near East) projects in southern Lebanon, Director of UNRWA Affairs in Lebanon, Ann Dismorr, posed with a map that erases the State of Israel and presents all of it as ‘Palestine.’”


Some of the cities that are listed as being part of Arab Palestine are Be’ersheva, Jerusalem, Haifa, and Tiberius, which are all presently cities with a Jewish majority located which are mostly located within mainland Israel.


Palestinian Media Watch claimed that this map was a gift from the Palestinian Women’s Union and was presented during the launch of an event dedicated to improving water networks and shelters for the Palestinian community in Lebanon. The Head of Economic Cooperation and Development at the Embassy of the Federal Republic of Germany in Lebanon Dr. Hanan Abdul Rida was also present alongside a number of high-ranking Palestinian and Lebanese officials.


Upon being questioned, the UNRWA’s spokesman Chris Gunness responded that this map spoke of pre-1948 Palestine but such assertions don’t really hold under scrutiny. As Palestinian Media Watch reported, “UNRWA spokesperson Gunness’ justification that the map ‘depict[s] a pre-1948 map’ is baseless, as the map includes the PLO-PA flag and not a British flag. That exact map erasing Israel, especially when accompanied by the PA flag, is one of the many ways the PA expresses its rejection of Israel’s existence and right to exist.”


ISRAEL’S AMBASSADOR TO THE UN PROTESTS


As Israel’s Ambassador to the UN, Ron Prosor, noted, “It’s quite something for UNRWA to insist that the map predates the creation of Israel, given that the PLO only adopted this flag in 1964.” He also explained that the map was titled Arab Palestine and not the British Mandate for Palestine. Additionally, the map displayed Israel’s neighbors Egypt, Jordan, Lebanon, and Syria with their contemporary borders, further underlining the fact that the map spoke of the present and not the past.


Prosor has sent in a letter of protest to the United Nations as a result of this incident. “Many in the international community doubt UNRWA’s impartiality and motives,” the letter reads. “Israel supports UNRWA’s important humanitarian work; however, actions that encourage incitement, conflict and, ultimately, violence undermine this work.” Prosor concluded, “UNRWA’s grasp of history and geography is nothing short of appalling.”


PROBLEMATIC NATURE OF UNRWA


The UNRWA was created in 1949 in order to provide humanitarian aid to Palestinians who fled their homes following Israel’s War of Independence and their descendants, until Palestinians will be granted a right of return, even though such a right is not mandated by international law. It is the only UN agency devoted solely to refugees of a specific nationality (all other refugees are handled by the UN High Commissioner for Refugees) and that encourages a right of return to the area where the refugees fled from. All other refugee groups are resettled in another country, granted citizenship rights within that country, and give birth to children who aren’t refugees.


It is also the only UN agency that allows for one to inherit refugee status and defines one as a refugee if they lived in a given country two years prior to the date they were forced to flee. As Kasim Kaz Hafeez a Muslim, Zionist and Israel advocate stated, “From the very start, from Israel’s independence, there has been a premeditated campaign to ensure that there is a continuing Palestinian refugee situation.” UNRWA is merely part of this effort. This week I took the official tour of the UN headquarters in New York. I noticed that next to every “pro-Jewish” item in the iconic building, there is something to counterbalance it. Thus, adjacent to Chagall’s stunning stained glass window in the lobby there is a statue of Count Folke Bernadotte, a UN official who was killed by members of the Jewish underground group Lehi in Jerusalem during the War of Independence. Next to a small display on the Holocaust there is a huge exhibition on “Palestine.”

I attended a session run by the Israeli delegation at the UN. Danielle Brown, an articulate former Canadian who made Aliya, served in the IDF, and graduated from IDC ran the briefing. She was an advisor to Ambassador Ron Prosor. Brown noted how traditionally Israel used to be “bullied” in the UN and was always on the defensive. 

Israel has however radically changed its tactics and has gone on the offensive. Now other ambassadors are hesitant to criticise Israel, because each time that an Arab representative gets up to speak of alleged humanitarian violations in Israel, the Israeli representative gets right back up and speaks of actual humanitarian violations, and hypocrisy in that country.

The official tour of the UN building was highly revealing regarding the UN policy of “balance” and fair play. The UN guide led me through the General Assembly room, complete with its “Palestine” “country sign,” during a session. 

I was then led to a floor with a display of the results of violence. Some of the highlights included exhibits on landmines, nuclear conflict, and a small display on the Holocaust. The official UN guide did not mention the Holocaust exhibition, but did stop at the display titled “Palestine.” I asked her why she did not talk about the Holocaust exhibition, and she answered that it was “too controversial.” This did not stop her, and every other guide stopping and explaining the “Palestine” exhibition. This large display, on a bright orange background was full of half-truths and misconceptions.  It was nothing less than crude Palestinian propaganda, which was lent a veneer of legitimacy by being part of the official UN tour.

When I started to point out some of factual inconsistencies, the guide cut me off and hurried on with the tour. Some of the gems were:

Of the two States to be created under resolution 181 (ii), only one, Israel, has so far come into being as an independent and sovereign State.

This neglects to mention that the Palestinian Arabs, and indeed the entire Arab world, rejected the UN partition plan and tried to annihilate the nascent Jewish State through force of arms. If they would have accepted, as the Palestinian Jews did. there would be no Arab Israel conflict.

In 1948, as a result of the war between Israel and neighbouring Arab states, almost 750,000 Palestinians were uprooted and became refugees.

This fails to contextualise that the “war between Israel and her neighbouring Arab States” was one of self-defense by the Jews after an unprovoked combined Arab armies attack whose sole purpose was to wipe Israel off the map. The majority of Arab refugees, whose numbers are vastly inflated, left without ever seeing an Israeli soldier, in order to facilitate the Arab armies in “finishing their job.” There is no mention of the 830,000 Jewish refugees from Arab lands, some who had been there for thousands of years, who left everything behind.

No other entity or trouble spot in the world had a place on the UN tour (not even Syria, where over seventy thousand civilians have been killed in two years of civil wars). This would seem to indicate a clear bias against Israel, that bastion of democracy and human rights in the despotic Middle East.

The UN financed a Palestinian tourist map of the Holy Land that does not name the State of Israel, and the entire center of the country, excepting Gaza and Samaria, is represented as being unsettled.


The only Jewish communities that appear on this map are cited with their Arabic names, such as el-Hadarat (Hadera), Ramle, Askelan (Ashkelon), Ashdout (Ashdod) and Tal Arabe (Tel Aviv).


The map was discovered by a journalist, David Bedein, from the Israel Resource News Agency. The bottom of the map notes that its production was financed by the UN&#039;s Development Department, whose offices are located on Yaakobi Street, West Jerusalem. One of the UN officials in the office confirmed to Bedein that the map&#039;s production had been financed by his department. But the official and his secretary later denied they had had any knowledge of the project.
Emanuel Nahshon, a deputy-spokesman in the Foreign Ministry, told Hatzofe yesterday that this map was part of the Palestinian propaganda that was geared to eradicate the State of Israel and delegitimize it.
He said the Foreign Ministry could only express regret that the UN had financed a project whose goal it was to turn the State of Israel into a white blotch on the map.]]></description>
