The Israeli Solution

In its annual survey of American Jewry published last October, the American Jewish Committee found that 75 percent of American Jews agree with the statement, “The goal of the Arabs is not a peaceful two-state agreement with Israel, but rather the destruction of Israel.”

And yet, American Jews supported the establishment of a Palestinian state 50% to 47%.

Next week over 10,000 predominantly Jewish Americansupporters of Israel will gather in Washington at AIPAC’s annual policy conference. Given their high commitment to Israel, probably most of those gathered belong to the 47% of American Jews who opposed Palestinian statehood.

Yet at the conference they will embrace the two-state formula. And on March 4 they will go up to Capitol Hill and tell their representatives that they support it.

They will do so not because they are addled. They will do so because for the past 20 years all they have heard is that Israel has no alternative to the two-state plan.

Israel’s fervent and committed supporters at AIPAC have been told that Israel needs a Palestinian state more than the PLO does. Only by bringing such a state into existence in Judea, Samaria and Jerusalem can Israel get the Palestinian demographic albatross off its neck.

These committed supporters of the Jewish state have been sternly lectured that Israel is doomed if it doesn’t give the Palestinians an outlet for their political impulses outside of Israel, because within a year or two there will be more Palestinians than Israelis west of the Jordan.

The same day AIPAC’s delegates meet with members of both houses of Congress, my new book, The Israeli Solution: A One-State Plan for Peace in the Middle East will be released by Crown Forum, a division of Random House.

In my book, I show that the demographic time bomb is a dud, and a malicious one at that.

In 1997, the head of the Palestinian Central Bureau of Statistics Hassan Abu Libdeh told The New York Times that he was carrying out a census which would serve as a “civil intifada,” that is, as a statistical terror assault.

And he was right. The goal of terrorism is to force a target population to take actions it otherwise would not have taken. The goal of statistical warfare is to manipulate numbers to coerce a target society into taking actions that it would otherwise not take.

The Palestinian census claimed that by 2015, Arabs would be the majority west of the Jordan River. And once Jews were the minority, the Arabs could destroy Israel just by demanding the vote.

The Clinton administration, the US Jewish leadership and theIsraeli Left rushed to embrace the findings, even though they were totally inconsistent with annual Palestinian population surveys the Israeli military government conducted from 1967 through 1996.

All crowed that true, the PLO still supports terrorism, but if Israel didn’t cough up the territories, it would be demographically overwhelmed.

It took seven years until an independent group of Israeli and American researchers studied the PLO data and exposed the fraud at their foundation. The American- Israeli Demographic Research Group showed that the Palestinian data inflated the Arab population by a whopping 50 percent.

The news for Israel has only gotten better in the intervening years. The Jewish fertility rate has increased as the Palestinian rates have collapsed along with those of the Muslim world as a whole. Israeli Jews now have higher fertility rates than the Arabs of Judea and Samaria, (3.04 vs. 2.91 children per woman). Israel’s immigration rate is high and rising. Palestinian emigration rates have skyrocketed over the past decade.

The demographic good news has percolated throughout Israeli society. And with the news, more and more Israeli politicians have come to favor applying Israeli law to all or parts of Judea and Samaria, just as Israel successfully applied its laws to united Jerusalem and the Golan Heights in the past.

Most Likud members of Knesset and all members of the Bayit Yehudi party support partial or full implementation of Israeli law in the areas. 59% of Israeli Jews support such action as well and support doing so unilaterally.

Indeed, even leftist Israelis support Israel’s unilateral application of its laws to parts of Judea and Samaria. For instance, former ambassador to the US Michael Oren supports the unilateral withdrawal from parts of Judea and Samaria. But Oren foresees the retention of the major Israeli settlement blocs under Israeli law. In the absence of a peace deal, such a step can only be taken through the unilateral application of Israeli law to those areas.

In the current Knesset session, members have submitted two bills calling for the application of Israeli law to the large Israeli population centers in Judea and Samaria and to the Jordan Valley, respectively.

But while all of this is going on in Israel, Israel’s supporters in the US remain in the dark about the existence of a better – facts based – alternative path for Israel.

In The Israeli Solution, I fill in the blanks that plague the American discourse on Israel and the Palestinians.

I provide a 360-degree analysis of a policy that I call The Israeli One-State Plan. That plan involves applying Israeli law – and through it Israeli sovereignty – throughout all of Judea and Samaria.

I divide the discussion into three parts. Part One provides the 90-year history of failure that has attended the two-state model, from the end of World War I through the present day. I also show how the US’s embrace of the two-state model has worked to blind US policymakers from both parties to the realities of the region and so guaranteed the failure of US Middle East policies.

Part Two presents the case for Israeli sovereignty from the perspectives of demography, international law, history and civil liberties.

Far from transforming the areas into a race-based state, as Israel’s opponents threaten, such a move by Israel will free the Palestinians from life under the PLO’s terror supporting kleptocracy and provide them with full civil and legal rights as permanent residents of Israel.

They will also have the right to apply for Israeli citizenship.

Even if all the Arabs of Judea and Samaria were to become Israeli citizens, Israel would retain a strong twothirds Jewish majority. And it would avert the only real demographic threat. That is the threat posed by a Palestinian state in Judea and Samaria which would permit millions of hostile, foreign-born Arabs from Lebanon, Jordan and Syria to immigrate to its territory.

In Part Three, I discuss the probable responses of the Palestinians, the larger Arab world and the EU to a decision by Israel to apply its laws to Judea and Samaria and abandon the two-state policy model.

I also discuss how such a move will impact Israel and the United States.

Most delegates at AIPAC do not realize that Israelis have moved on from the failed two-state formula. It is my hope that in the year between this AIPAC conference and next year’s conference, they will read my book, and understand that they needn’t support the establishment of a Palestinian terror state. There is a better option. It is better for Israel. It is better for the Palestinians. And it is better for America.

If they do read my book, I hope it will open a long-belated discussion about Israel’s true options. If they do, I can assure them that next year’s AIPAC conference will be more realistic, and more optimistic than next week’s conclave.

    The Palestinians do not need Israel’s permission to form a state, and Israel does not need the Palestinian’s permission to exercise the rights of a state. There is no problem here and no further need for international diplomacy. Let the powers of the region sort out the problem for themselves as nations have done since time immemorial..

    Two thirds majority is not much when a third of the population are radical Muslims. Israel has enough problems with its 25 percent Muslim minority. Besides, what about millions of Palestinians in the Gaza strip? IMHO, transferring the Palestinians to Jordan is a much better plan than this one state solution.


      I had that same thought about a 2/3 majority – it might not be enough considering the size of the Israeli Left. In might be better to divide the “West Bank” between Israel and Jordan based on (1) Israel’s security needs, and (2) making sure the Jewish population centers wind up as part of Israel.

      I’m really not sure what to do about Gaza. Geographically, it makes sense to annex it to Israel, but politically who wants to annex Hamas?

      Without a single exception every country in the world with significant Muslim populations has enormous problems, as Muslims never ever migrate to assimilate and integrate, but instead to one day dominate and subjugate.       You are correct, but Israel is a signatory to the Geneva Convention of 1949 which prohibits any forced transfers of population. The Czechs and Poles also signed, but not until they had finished expelling 6 million ethnic Germans.
      One creative solution might be to make King Abdullah of Jordan constitutional monarch of the entire original Palestine mandate. With a descendant of the prophet Muhammad nominally reigning over all of the original Palestine mandate (including Israel), Arab honor might be satisfied. It’s a longshot, but when life gives you lemons you need to make lemonade.

    The battle for control of Israel and Jerusalem has been raging for thousands of years. Groups/nations other than Jews have been trying to keep Israel out of the hands of the descendants of Abraham and Sarah since Jehovah allowed Abraham to see the extent of the land He would give him.

    Following the Babylonian exile some 2,500 years ago, an event that is well documented outside the pages of Scripture, Nehemiah was given a decree by the King of Babylon to go back to Jerusalem to rebuild the walls and gates that surrounded the city essentially making Jerusalem a sovreign city and Israel a sovreign nation under the control of the descendants of Nehemiah’s forefathers who all happened to be Jews. When Nehemiah and his colleagues began the restoration, they were confronted with antagonists named Sanballat the Horonite–a figure who is mentioned in extra-Biblical sources as well–and Tobiah the Ammonite (who were descendants of Lot) and Geshem the Arab (who was a descendant of Ishmael). These three accused them of violating the will of King Artaxerxes. Knowing that their accusation was a baldfaced lie, Nehemiah responded by saying, “The God of heaven, He will prosper us; therefore, we His servants, will arise and build: but you have no portion, nor right, nor memorial in Jerusalem.” Why is this significant? Sanballat, Tobiah, and Geshem are some of the forefathers of people who now live in the nations of Jordan and Saudi Arabia. Let me make this perfectly clear: they are some of the forefathers of modern day Muslims who would deny Israel and the Jews their right to exist. Modern day Muslims need to be told that they “…have no portion, nor right, nor memorial in Jerusalem.” Period.

    As our ancestors evolved from creatures that lived in caves or trees they wrestled with nature to make life better for themselves, separating themselves from wild animals which liked to eat them, draining swamps to rid themselves of mosquitoes that bring malaria, creating leper colonies to curb the spread of that disease, etc. Modern man, however, does not always show practicality and intelligence; many continue to live by the side of volcanoes which intermittently wipe out parts of a generation, or they build homes in flood plains where eventually they lose their homes and lives to floods – and Jews, for historical and biblical reasons have chosen to live surrounded by folks who follow a religion which dictates to its adherents that Jews must be eradicated. Since Israelis have evolved far more than their neighbors they face problems that mankind has faced since Adam and Eve to achieve a life of peace in relative safety. They have two choices, in my humble opinion, and Ms Glick’s choice is not one of them. When dealing with radical people one must become radical as well. If you promise to kill me, I have two choices, to run and hide or to kill you. Israel can close the store and go for another diaspora or get rid of the problem at hand. And that is to clean the territory of the element that would bring an end to Israel – the Palestinians. They must start with Gaza – to clean it out of Gazans and bring in new settlers – peace-loving settlers who would be productive and make good citizens. I would invite Asians. China has a population problem. Take a million or two Chinese off their hands. Let them settle in the Gaza strip. Give the peaceful Palestinians in the rest of the territory a choice – those, like the civilized Arabs in Israel can stay. The radicals must go. If Israel doesn’t take radical steps, the lives of the next ten generations of Israelis will be rotten.

      They are “a demographic albatross” – they have proven their incompetence to govern themselves by electing a terrorist (Hamas) government, and demonstrated their basic savagery by cheering the 9/11 attacks. Israel needs secure borders – as for the Palestinian Arabs, let them be governed administratively by Jordan (if Jordan will have them).

          You don’t seem to understand what the term “ethnic cleansing” means. I don’t advocate forcibly removing the Arabs, I simply deny their competence to form a non-terrorist state. They could stay in Israeli-administered areas as aliens with full property rights or in Jordanian-administered areas with whatever rights Jordan’s other aliens have. If that results in some of them voluntarily leaving the Jewish-majority areas without their property being expropriated, then that’s probably a good thing since they don’t seem to want to live in peace next to the Jews.

    Glick should add a fourth step to her plan: Any Arabs who don’t want to go along with this plan and want to respond to it with terrorism or aggression or by launching rockets; any of these Arabs will be transferred from Judea, Samaria, and Gaza, to Jordan or Egypt. It has to be made clear to these people that their days of terror and lawlessness are over. Believe me, just the simple act of annexation and sending in soldiers to keep the peace, will cause many Arabs to leave without being asked to.

Such as calling them “apes and swine.” These words of his hate and bitterness where remembers by his followers then written down on different things and then in the passing of time those words eventually went into the composition of the Quran. Thus from the reads of the words of the Quran many Muslims have a strong dislike and even hate for the Jewish people. Furthermore, As a Christian I can keyboard the Muhammad might had actually been a prophet but the important thing to understand is that Muhammad was not a prophet sent by God. Instead Muhammad was a lying deceptive false prophet sent by Satan to lead many people astray. Jesus ,in fact, had predicted and warned about the coming of such men as Muhammad.     The Palestinians annexed into Israel will include many would-be terrorists. That will mean many terrorist attacks against Israeli civilians. In other words, a lot of dead Jews. The Palestinians have been inculcated with hatred of Jews and Israel. That will not stop just because they will now live in Israel. Their hatred for Jews will be even worse. Their religious leaders will lead them to attack Jews everywhere. Nothing will be solved by annexing the entire area of Judea and Samaria . That’s why no matter where mass Muslim immigration has been occurring for decades, there never has been a single population of Muslim immigrants that have ever assimilated and integrated.

    Thus, unless Islam is stopped as a force, there will always be a jihad waged against the Jewish infidels for as long as Israel is capable of surviving, and not only Israel, but also all non-Muslim infidels throughout the world as well. As waging jihad in the cause of Allah to ultimately make Islam supreme is not only a fundamental holy obligation incumbent upon all Muslims in one form or another, it is also the sole path to salvation for all Muslims as well.

    There is only one solution for Israel and indeed the collective infidel world’s jihad problem. Ban and reverse mass Muslim immigration with all of its excess baggage ASAP, and then totally isolate the Islamic world.

    If the case is the infidel world can’t live without the Middle East oil, then lets pool our resources together to take it away from them, and we would be justified in doing so because they use the profits derived there of to fund and wage jihad.

    Of course, the nuclear program in Iran will also have to be destroyed or dismantled and the Pakistanis will have to be forced to relinquish their nuclear weapons stockpiles as well.

    In any event, the alternative, on the other hand, is permanent and perpetual jihad, not only in Israel, but also throughout the Islamic and infidel worlds.

    In any Islamic country only Muslims are allowed to worship and all others are denied basic human rights. In Saudi Arabia and other Islamic countries possessing any religious book other than the Koran, is harshly punished. Jews and Christians are attacked in the streets and in their homes. In Israel not only are people free to worship their religion but can be elected to government positions. That is not possible in an Islamic state, especially one headed by people who for decades have vowed to eradicate Israel and kill all Jews. People have have generations of hate behind them. A Palestinian state run by the same people in charge now will be a military enclave dedicated to the destruction of Israel and the Jewish people.

After that request will be granted, he will want to bring the 700,000 from Lebanon, So Israel will find on its borders all the jihad and militias and g-d knows what and who. Are we nuts?

    I see some problems with her proposal.
    Perhaps this is covered in her book, but I don’t understand how this addresses the Arab demographic time bomb. There have been previous proposals for a single ‘bin-national state’ that Israel rejected on the grounds that this would create a majority Arab government in what was planned to be a predominantly Jewish state. Also, she seems to me gliding too easily past the possible increased Arab violence from easing of traffic control between two different parts of the country. Israel has put up a defensive wall that seems to be working; but, with a single state, is it possible to retain the barrier?

    For a possible parallel, et’s look at Ireland. The British pacified what became Northern Ireland only by deporting the natives and moving in English nd Sctos Protestantss. Theyy attempted to pacify the rest of Ireleland by deporting a large part of the population from the relativey fertile East of the islan across th River Shannon. How well did that work out?

    When the Irish Free State wa formed in 1922, the British had to militarize the southern border of Northern Ireland. It took nearly four generations for that to change, during which there was an escalation of Provo IRA violence against Britain in Britain – for example, the assault on #10 Downing street during Thatcher’s term in office. Does Israel want to sing up for this? To those who say the violence could not get worse than it is now, I suggest it is nearly always an error to underestimate the human capacity for mayhem.

    Glick argues the West Bank Arabs will be better off under Israeli rule. But if the Arabs there were amenable to tht sort of thing, they would have behaved some what differenty over the last two decades, and accepted some form of the Oslo propoposals. They have not.

    Um, I don’t think even the Zionist controlled West will accept Israel just cutting off Gaza from their brothers and sisters on the West Bank, and for her plan to work, that MUST happen, otherwise, the Palestinians would make up almost half of the new state. And how long would Arabs have to wait to gain citizenship? And what would be the requirements? Would there be Jim Crow style citizenship rules making it too costly or difficult for Arabs to meet? And if Israel does decide to do this, it will be further isolated. Carolyn Glick is off her rocker. But an interesting proposal to say the least. But who does this little Jewish supremacist think she is kidding?

    Just finished the book. It is not an academic work and it is full of ideologic statements. No serious scholar would recommend it.

    It is nothing but appeasement what Glick is suggesting. Even if a group is a “minority” you don’t give them voting rights if they have no loyalty to the state. In fact what Glick is saying gives the impression that indeed Arabs are second class citizens because after all let us give them voting rights because we can control them because they are a minority. It is just a group political ploy in the worst sense that shows tremendous contempt for a people that is living with you. She is rewarding terrorists and making them all the same because it doesn’t matter because they are a minority.

    Can the arab states surrounding Israel respect this? They themselves would find this upsetting to do this to a group of arabs that are undeserving of this.
    The most disturbing part of this though is I really think Mrs Glick is pushing her idea by pushing it to American Repub talking heads, politicians and others who have a play in repub politics almost exclusively which if Mrs. Glick really believes this shouldn’t she be working with people in her own country who know the realities a little better and not doing what she is doing. Naftalli Bennett who had this idea of annexing part of Judea and Sameria that are Jewish doesn’t suggest doing this and there are likely many good reasons for this.

    I really am offended by what Mrs. Glick is doing because I get the feeling she is just a lonely woman that likes to be heard and Israel doesn’t find she has much credibility so just push it to an American audience to get attention. Is this even legal what she is dong pushing some legend in her own mind political solution to another country but not your own. It is really a disturbing way to push an idea you have to go to another country and ignore your own people and your own political system.
