I hope the House tells Secretary Lew where he can put the chairs.  Until he can prove political operatives masquerading as IRS employees have been disciplined and reigned in, the House needs to make sure the IRS doesn&#039;t get another dime or even cut the IRS budget.]]></description>

		<description><![CDATA[In the military we were told that senior field grade officers in the administrative chain of command faced possible jail time if they or their subordinates spent more money than was allocated to them by Congress. 
The M0R0NS in Civil Service have carte blanche  to blow their budgets. Who can blame them? The fish rots from the head. 
How the military does it is every higher command holds back some of the money congress has authorized them to spend.  If all goes well and there are no accidents or other unforeseen expenses, they begin loosening up with the money as the year progresses.  By 4th quarter they star asking for wish lists for stuff like office furniture, training or whatever.  It is something you do not spend  money on the other 9 to 11 months out of the year.  Training that you deferred or training that was good to have but not necessary to pass quals, you now schedule. 
The money set aside is like the money banks set aside as reserves for a just incase.  Except in the military&#039;s case it has to be obligated before September 30th, the end of the Federal fiscal year.
Why can&#039;t the stupid, f___ing civilian agencies do something similar?  Are the SPECIAL!
They need to go to jail.
If this goers on we are so F___ED!]]></description>
