		<description><![CDATA[I appreciate everyone&#039;s aversion to earmarks, and shared this up until I read Sen. James Inhofe on the subject a couple of years ago. He made an argument that I found convincing, that money allocated to bureaucracies to spend without any of it being earmarked, would be spent in the most wasteful ways possible anyway. For example, transport budgets will frequently be blown by the bureaucrats on grossly inefficient transit projects if the politicians did not earmark it for new highways, road bridges and tunnels, and so on. Inhofe makes the excellent point that earmarks are a valuable weapon against bureaucratic malfeasance.]]></description>
