<h2><strong>AT THE END OF THE DAY, DIVERSITY HAS JUMPED THE SHARK, HORRIFICALLY</strong></h2>
<p>It cannot be said often enough that the chief of staff of the United States Army, Gen. George Casey, responded to a massacre of 13 Americans in which the suspect is a Muslim by saying: &#8220;Our diversity &#8230; is a strength.&#8221;</p>
<p>As long as the general has brought it up: Never in recorded history has diversity been anything but a problem. Look at Ireland with its Protestant and Catholic populations, Canada with its French and English populations, Israel with its Jewish and Palestinian populations.</p>
<p>Or consider the warring factions in India, Sri Lanka, China, Iraq, Czechoslovakia (until it happily split up), the Balkans and Chechnya. Also look at the festering hotbeds of tribal warfare &#8212; I mean the beautiful mosaics &#8212; in Third World hellholes like Afghanistan, Rwanda and South Central, L.A.</p>

<p>SACRAMENTO — California&#8217;s budget deficit during the next year and a half will balloon to $20.7 billion, the nonpartisan Legislative Analyst&#8217;s Office predicted in a report released today.</p>
<p>The gap between the state&#8217;s spending in revenues — nearly three times the $7.4 billion that officials estimated in August, has grown largely because billions in risky budget fixes have failed to materialize. That means another year of wrangling over how to fill that gap, from more painful budget cuts to new efforts to raise taxes.</p>
<p>&#8220;We look forward to receiving the governor&#8217;s new budget proposal in January,&#8221; Assembly Speaker Karen Bass, D-Los Angeles, said in a statement, &#8220;and will immediately begin work on crafting budget solutions that will once again require both difficult spending reductions and additional revenues.&#8221;</p>

<p>WASHINGTON (AP) &#8212; Business foes of health care overhaul legislation are outspending supporters at a rate of 2-to-1 for TV ads as they grow increasingly nervous over a final bill.</p>
<p>Led by the giant U.S. Chamber of Commerce, opponents of the Democratic health care drive have spent $24 million on TV commercials over the past month to $12 million spent by labor unions and other backers. That&#8217;s an abrupt reversal from the vast spending advantage supporters enjoyed most of this year, according to Evan Tracey, president of Campaign Media Analysis Group, which tracks political ads.</p>
<p>More than half the opposition spending has been by the chamber. With the House narrowly approving its health overhaul on Nov. 7 and Senate Majority Leader Harry Reid, D-Nev., drafting his measure behind closed doors, the outpouring of cash underscores how crunch time has arrived for business and other groups trying to shape or scuttle the legislation.</p>
<p>&#8220;There&#8217;s no input from any of us, no input from Republicans&#8221; as Reid puts the bill together, said R. Bruce Josten, the chamber&#8217;s top lobbyist. &#8220;So what option do we have than to take our message and story to the American people?&#8221;</p>
<p>At the same time, the chamber has circulated an e-mail to other business groups asking them to help fund a $50,000 study by a &#8220;respected economist&#8221; of the proposed health care overhaul. The study would be used for a letter, ads and other lobbying efforts to argue that the bill &#8220;will kill jobs and hurt the economy,&#8221; according to the e-mail.</p>

<p>Give the mainstream news media some credit: They have diligently dug into President Obama&amp;apos;s fanciful boasts of job creation. When Obama claimed earlier this month that his $787 billion economic stimulus package had &#8220;saved or created&#8221; 640,000 jobs, a dozen news organizations pounced. They soon highlighted some of the most egregious cases of sketchy job creation in about 20 states.</p>
<p>From their reports, The Examiner has created an http://www.washingtonexaminer.com/maps/Bogus-jobs-created-or-saved-by-the-Stimulus.html online interactive map for tracking exaggerated stimulus claims. So far, more than 75,000 jobs &#8212; exceeding 10 percent of the total &#8212; are either highly doubtful or clearly imaginary. In the coming weeks, we expect to add many thousands more to that total as other media organizations scrutinize stimulus grants in their areas.</p>
<p>Obama and his senior aides have sought to downplay the importance of exact numbers, but they invited close scrutiny earlier this year by setting dramatic expectations for the effect the stimulus program would have on employment. If his stimulus program was approved, Obama promised, unemployment would not go above 8 percent this year. The reality is that it passed 10.3 percent in October. So now the stimulus books are being cooked to mollify an anxious public worried that real-world jobs continue to disappear and angry that Obama has thrown almost $1 trillion down the stimulus rathole.</p>

<h2><strong>Islamic militants boosting role in drug trade</strong></h2>

<p>The sea lanes of the South Atlantic have become a favored route for drug traffickers carrying narcotics from Latin America to West and North Africa, where al Qaeda-related groups are increasingly involved in transporting the drugs to Europe, intelligence officials and counternarcotics specialists say.</p>
<p>A Middle Eastern intelligence official said his agency has picked up &#8220;very worrisome reports&#8221; of rapidly growing cooperation between Islamic militants operating in North and West Africa and drug lords in Latin America. With U.S. attention focused on the Caribbean and Africans lacking the means to police their shores, the vast sea lanes of the South Atlantic are wide open to illegal navigation, the official said.</p>
<p>&#8220;The South Atlantic has become a no-man&#8217;s sea,&#8221; said the official, speaking on the condition of anonymity owing to the nature of his work.</p>
<p>A spokesman for the Drug Enforcement Agency (DEA) confirmed the new route.</p>

<p><strong>A Jacksonian Republican sweep?</strong></p>

<p>Sometimes a poll result slaps you in the face. That was the case for me when I saw Public Policy Polling’s results in the 2nd congressional district of Arkansas. PPP has the incumbent, Democrat Vic Snyder, leading three unknown Republicans (two-thirds to three-quarters of respondents could not describe their feelings toward them) by margins of 44%-43%, 44%-42% and 45%-42%. No, it doesn’t matter which Republican got the best score. The news here is that a seven-term Democratic incumbent, an intelligent man (he has earned an M.D.) with no disqualifying personal characteristics or accusations of scandal (so far as I know) is running significantly below 50% and is essentially tied with three unknown Republicans.</p>
<p>Snyder was first elected to the House in 1996, when the Bill Clinton was sweeping to reelection (Little Rock is in the 2nd district), by a 52%-48% margin. A coattails victory, perhaps: Bill Clinton was carrying the district 55%-37%. Since then Snyder has won with solid percentages, 58% in 1998 and 2000, 93% in 2002, 58% in 2004, 61% in 2006 and 77% in 2008 (when, as in 2002, he had no Republican opponent). But now, PPP tells us, Snyder’s job rating is 42%-46% negative, and 55% of 2nd district voters  (and 67% of Independents) oppose the health care bill the House passed and Snyder voted for while only 32% favor it.</p>

<h2><strong>Sarah Palin: My Life is Like a Reality Show</strong></h2>
<p>Sarah Palin apparently feels as though she&#8217;s already spending enough time on television.</p>
<p>In an interview set to air tomorrow, Wednesday and Friday on ABC, Palin told Barbara Walters that she doesn&#8217;t believe hosting a talk show would be in the &#8220;best interests&#8221; of her family.</p>
<p>&#8220;I would not ever want to put my kids through such a thing,&#8221; she told Walters. &#8220;Our life has become kind of a reality show.&#8221;</p>
<p>Palin also told Walters she would give President Obama a four-out-of-ten in his performance. She argued that the president has moved away from the &#8220;free enterprise principles that built our country&#8221; and, echoing former Vice President Dick Cheney, suggested he is &#8220;dithering&#8221; in making a decision on a way forward in Afghanistan and Pakistan.</p>

<p>Almost two-thirds of Americans want the Khalid Sheikh Mohammed and the other 9/11 plotters to receive a military trial instead of facing a civilian court, a new CNN poll finds</p>
<p>64% of respondents prefer the plotters to be &#8220;tried by a military court run by the U.S armed forces,&#8221; while just 34% prefer the detainees be &#8220;brought to trial in a criminal court run by the civilian judicial system.&#8221;</p>
<p>78% of respondents favor the death penalty for Mohammed, including 19% of respondents who said they &#8220;generall oppose&#8221; the death penalty but think it&amp;apos;s appropriate for KSM.</p>

<h2>Paterson Calls Obama Wrong on 9/11 Trial</h2>

<p>Gov. David A. Paterson on Monday criticized the Obama administration’s decision to try five men linked to the Sept. 11 attacks in a civilian court in Manhattan.</p>
<p>His comments made him one of a few Democrats to take that stand and underscored his schism with the White House.</p>
<p>“This is not a decision that I would have made,” the governor said. “New York was very much the epicenter of that attack; over 2,700 lives were lost.”</p>
<p>“It’s very painful,” he added. “We’re still having trouble getting over it. We still have been unable to rebuild that site, and having those terrorists tried so close to the attack is going to be an encumbrance on all New Yorkers.”</p>
<p>The decision to try the men in New York rather than in a military tribunal, made public on Friday by the United States attorney general, Eric H. Holder Jr., drew mixed reactions from lawmakers and victims’ families. Some have questioned why the five terrorism suspects, including Khalid Shaikh Mohammed, the self-described mastermind of the attacks, are being afforded civilian trials.</p>

<h2><strong>Security threats inside and out for 9/11 trial</strong></h2>

<p>NEW YORK (AP) &#8212; Hot sauce and a comb were all an al-Qaida suspect in New York needed to nearly kill one of his guards nine years ago. The bloody episode suggests that security worries in bringing Khalid Sheikh Mohammed and other 9/11 suspects to trial here could be just as big inside the courthouse as outside.</p>
<p>Already, the U.S. marshals are promising the highest security possible &#8211; an acknowledgement of how dangerous terrorism suspects have been in the past.</p>
<p>Attorney General Eric Holder announced Friday that Mohammed, the professed mastermind of the 2001 attacks, and four accused henchmen would be brought from Guantanamo Bay, Cuba, to New York to face a civilian federal trial.</p>
<p>The prosecution is planned for a court complex just blocks from where the World Trade Center towers were destroyed in the attack blamed on these men. The courthouse is among the most secure in the nation, ringed by closed-off streets, 24-hour guard posts, anti-truck-bomb barricades and street video cameras so powerful that they can read the print off a passerby&#8217;s newspaper.</p>
<p>The Sept. 11 case would be the most spectacular of a half dozen major terrorism trials in New York that have already sent away the men blamed for the less devastating 1993 bombing of the trade center, a plot to blow up five landmarks in New York City, a scheme to blow up a dozen U.S. airliners over the Far East and the 1998 bombings of two U.S. embassies in Africa.</p>
<p>Holder&#8217;s decision to try the Sept. 11 suspects sparked debate over the security risks posed to densely-populated lower Manhattan, but far less has been said about attempted violence by the defendants themselves.</p>

<p>The government’s watchdog over the bank bailout program is criticizing Treasury Secretary Timothy Geithner’s handling of one of the most sensitive moments of last year’s financial meltdown, questioning decisions he made while heading up the New York Federal Reserve Bank.</p>
<p>The new report criticizes the New York Fed’s decision in the fall of 2008 to bail out insurance giant AIG by covering its clients’ losses, sending tens of billions in taxpayer dollars to overseas banks.</p>
<p>“The decision to acquire a controlling interest in one of the world’s most complex and most troubled corporations was done with almost no independent consideration of the terms of the transaction or the impact that those terms might have on the future of AIG,” reads the report, which is signed by special inspector general Neil Barofsky.</p>

<h1><strong>Our &#8216;Constitutional Moment&#8217;</strong></h1>
<p>The New York newspaperman says our founding document is especially vital today, in an age of expanding state power.</p>

<p>Seth Lipsky has a knack for seeing the bright side of things. A nearly 20-year veteran of this newspaper, including its editorial page, he cheerfully acknowledges the obvious: This is far from a golden age of free-market conservatism. Of President Obama, he tells me over lunch, &#8220;I sense that he has a very leftist, socialist-oriented worldview.&#8221;</p>
<p>Yet this makes Mr. Lipsky anything but grim: &#8220;I for one find this very exciting. . . . We&#8217;re just at a great moment.&#8221;</p>
<p>Why? Because, he says, &#8220;America is in what I call a constitutional moment.&#8221; Mr. Obama&#8217;s efforts to expand government power raise basic questions about the constitutional limits of that power. &#8220;The enumerated-powers argument is enormous,&#8221; Mr. Lipsky says. &#8220;It&#8217;s just enormous, the ground that is open for contest here. . . . Right now, we&#8217;re at a moment where we&#8217;re not going to be able to turn to either the Congress or the executive branch for help on this.&#8221; He believes &#8220;the only defense now, the only tool we have now, is the Constitution. That&#8217;s why I call it a constitutional moment, as opposed to a political moment.&#8221;</p>
<p>That makes it an auspicious moment for Mr. Lipsky&#8217;s new book, &#8220;The Citizen&#8217;s Constitution: An Annotated Guide.&#8221; The U.S. Constitution is a brief document, taking up just 42 pages in a popular pocket-size edition from the Cato Institute. Mr. Lipsky expands it to 287 pages of 5 by 8 inches, by way of 327 lengthy footnotes in which he discusses each and every constitutional clause in the context of history, case law and current events. There are an additional 36 pages of bibliographic references, making it the only book I&#8217;ve seen in which the footnotes have endnotes.</p>

<h2>Sarah Palin&#8217;s Walmart Strategy</h2>

<p>What&#8217;s notable about Sarah Palin&#8217;s book tour, which starts midweek, is where she&#8217;s not going.  She&#8217;s not going to L.A. or New York, Boston or San Francisco.  She&#8217;s going smack dab to the middle of the country. Fly-over country, liberals call it.  And it&#8217;s a shrewd move, not only in selling books, but positioning herself for a presidential run in 2012, if she chooses.</p>
<p>It&#8217;s a strategy right out of the late Sam Walton&#8217;s playbook: go where there&#8217;s demand and the competition ain&#8217;t.  Walton, who could have run and won political campaigns, built Walmart into the behemoth it is today by opening his discount stores in small towns in the heartland, towns that then eight-hundred pound gorilla K-Mart ignored. </p>
<p>Walton conquered the discount retail category from the heartland out.  He didn&#8217;t so much clobber K-Mart as steal a march on it.  Palin may just prove that a heartland strategy does more than sell blenders and books.  It&#8217;s the foundation for winning a national election. </p>
<p>Make no mistake, right now, heartlanders (and heartlanders in spirit) are feeling awfully ignored by Washington politicians.  The President and Congress are intent on ramming through a health care reform measure that an ever-increasing majority of Americans oppose.  They&#8217;re spending as if using someone else&#8217;s credit card (in fact, the people&#8217;s); they play Americans for dupes by calling an old-fashioned pork barrel bill an economic stimulus; and, for toppers, President Obama is playing Hamlet about Afghanistan, thus putting brave soldiers there at greater risk every day. </p>
<p>What Palin will bring to places like Noblesville, Indiana, Washington, Pennsylvania and Fort Bragg, North Carolina, is her brand of popular conservatism: upbeat, optimistic and certain.  It really is an offshoot of the Reagan brand.  And the Reagan brand has its roots deep in the American character. </p>

<p>Rudolph W. Giuliani, mayor of New York at the time of the Sept. 11 terrorist attacks, said on Sunday that the Obama administration’s decision to try Khalid Shaikh Mohammed, the self-described mastermind of the attacks, in a civilian court in Manhattan would unnecessarily cost millions of dollars for security, create legal advantages for the defense and symbolically deny that the United States is at war with terrorism.</p>
<p>“It gives an unnecessary advantage to the terrorists and why would you want to give an advantage to the terrorists, and it poses risks for New York,” Mr. Giuliani said in an appearance on CNN’s “State of the Union.” He also interviewed on ABC’s “This Week” and “Fox News Sunday.”</p>
<p>Attorney General Eric H. Holder Jr. announced on Friday that the United States would try Mr. Mohammed in the federal courthouse in lower Manhattan, just blocks from where the World Trade Center towers were brought down by the attacks, which killed almost 3,000 people in New York, Washington and Pennsylvania. Mr. Holder said that a military commission would try five other detainees held at Guantánamo Bay, Cuba, because they are accused of committing crimes overseas.</p>

<p>For Fresno and California&#8217;s entire Central Valley, it should be the best of times.</p>
<p>With the dollar weak and the world hungry, the exceptionally fertile fields along the Golden State highway should be producing record yields of grains, fruits, vegetables and nuts.</p>
<p>Instead framers are struggling to keep even a third of their potential acreage in use. Mile after mile of parched land greets the approach to the city of 500,000. And angry signs along the roadside condemn the federal government that has cut off the valley&amp;apos;s water.</p>
<p>The delta smelt, a small fish that makes its home in the vast Sacramento Delta, has been declared endangered. Since late last year the water lifeline from the north to the south has been reduced to a trickle.</p>
<p>The pumps that power the water to the farms have been stilled for months at a time so as to avoid sucking in smelt. The smelt&#8217;s numbers have been reduced by many causes, but the one the federal government has decided to target is the pumps.</p>
<p>When Washington, D.C., ordered the water shut off, jobs went down the drain. Tens of thousands of farm jobs have been lost, and unemployment in some farming towns has hit 40 percent.</p>

<p>&#8220;Going Rogue,&#8221; the title of Sarah Palin&amp;apos;s autobiography, refers to the snide remark of an anonymous McCain aide late in last year&amp;apos;s presidential campaign. It was used to describe the vice-presidential candidate&amp;apos;s move to break free of her media handlers and speak out against the campaign&amp;apos;s decision to pull out of Michigan, a state that, in Mrs. Palin&amp;apos;s view, was well worth contesting. The &#8220;word came hurtling down that I had been &amp;apos;off-script,&amp;apos; &#8221; she writes. The campaign hadn&amp;apos;t bothered to inform her of the Michigan decision, which she learned of from a reporter. &#8220;Of course,&#8221; she adds drily, &#8220;it&amp;apos;s pretty easy to issue candid, off-script messages when there is no script to begin with.&#8221;</p>
<p>One of the biggest mistakes of the failed McCain campaign—and there was no shortage of them—was its handling of Mrs. Palin. Her criticisms of the campaign&amp;apos;s treatment of her appear prominently in &#8220;Going Rogue.&#8221; But the book contains self-criticisms too, if not as many as there ought to be for a candidate who was ultimately responsible for her own uneven performance.</p>
<p>That said, &#8220;Going Rogue&#8221; is more a personal memoir than a political one. More than half the book is about Mrs. Palin&amp;apos;s life before the 2008 campaign. She discusses her coming of age in the &#8220;new frontier&#8221; state of Alaska; her personal faith journey; her experiences with marriage and motherhood, including two miscarriages, a special-needs child and a pregnant teenage daughter; and the free-market convictions that have guided her political career. As a politician, she comes across as a prodigious worker capable of mastering complicated issues—not least the energy policies that matter so much to Alaska&amp;apos;s economy—and of building bridges to Democrats.</p>
<p>Through it all, Mrs. Palin emerges as a new style of feminist: a politician who took on the Ole Boy network and won; a wife with a supportive husband whose career takes second place to hers; and a mother who, unlike working women of an earlier age, isn&amp;apos;t shy about showcasing her family responsibilities. She writes with sensitivity and affection about her gay college roommate, and she confesses her anguish when she found out that she was carrying a baby with Down syndrome. That experience, she says, helped her to understand why a woman might be tempted to have an abortion. This is not the prejudiced, dim-witted ideologue of the popular liberal imagination.</p>

<p>Having finished that prayer for the victims and the surviving family members of the Fort Hood tragedy, we should all probably touch base on a few less faith-based truths in this interim before the next.</p>
<p>** There&#8217;s a likely chance (as in a mortal lock) that some sort of radical Islamic beef with the world played a part in this man&#8217;s flameout. I know, I know, we first have to go down the list of teased, burdened, troubled and overwhelmed but don&#8217;t contort yourself too much in an effort to downplay his rave off. &#8220;Allahu akbar&#8221; is to Islamic terrorists what &#8220;Miami Beach audiences are the greatest audiences in the world&#8221; was to Jackie Gleason.</p>
<p>** You&#8217;re also gonna hear that his tenure at Walter Reed hospital, the Louvre of honor and compassion, might have sent him around the bend. Keep in mind that madmen are entering the apogee of the bend well before we get to meet them.</p>
<p>If everyday life gives a nut any nudge at all from behind, it is at best the same half-feeling you&#8217;d get from a deft pickpocket. The nobility of the human condition on display at Walter Reed makes one to sprint to the light, not give in to the darkness of the abyss.</p>
<p>** We need an Islamic Serpico. To the north-of-a-billion fair-minded Muslims out there, we need your help on this one. Jihadville is way too insular for us to infiltrate it. <p>SINGAPORE — President Obama and other world leaders have decided to put off the difficult task of reaching a climate change agreement at a global climate conference scheduled for next month, agreeing instead to make it the mission of the Copenhagen conference to reach a less specific “politically binding” agreement that would punt the most difficult issues into the future.</p>
<p>At a hastily arranged breakfast on the sidelines of the Asia-Pacific Economic Cooperation summit meeting on Sunday morning, the leaders, including Lars Lokke Rasmussen, the prime minister of Denmark and the chairman of the climate conference, agreed that in order to salvage Copenhagen they would have to push a fully binding legal agreement down the road, possibly to a second summit meeting in Mexico City later on.</p>
