He wasn’t. He was a midpoint between the golden age of Giuliani and the nuclear dumpster fire that is the De Blasio age. And his administration had the characteristics of both.
There was law and order. And pandering to political correctness. Spending boomed. The middle class was priced out. By the time he exited, New York City had been finally remade into its new image as a city of the welfare class and radical trustafarians with nothing left in between.
