Maryland is moving forward with “sanctuary state” legislation shielding illegal aliens even after the rape of a 14-year-old girl by two illegals in a Maryland high school bathroom during school hours last week outraged state residents from Hagerstown to Ocean City.
In a state under siege by the MS-13 criminal organization, largely made up of ethnic Salvadorans, Gov. Larry Hogan ® promised to do “everything we can” to quash the legislation while it is before lawmakers and said he would veto it immediately should it be approved by the full Maryland General Assembly. “I believe that local law enforcement should be cooperating fully with federal law enforcement.”
The so-called sanctuary movement gave illegal aliens permission to rob, rape, and murder Americans by stigmatizing immigration enforcement. There is no universally accepted definition of what constitutes a sanctuary jurisdiction but there are hundreds of jurisdictions around the country that resist U.S. Immigration and Customs Enforcement (ICE) agents in the execution of their duties. In addition to Maryland, California is well on its way to becoming a sanctuary state.
According to Jessica Vaughan, policy director at the Center for Immigration Studies, sanctuary policies endanger the public. “It’s a disgrace that the Maryland Assembly is working harder for illegal aliens than it is for the Marylanders who are harmed by illegal immigration.”
State Sen. Michael Hough ® said the measure, sponsored by Delegate Marice Morales (D) of Montgomery County, “turns Maryland into a sanctuary state for illegal aliens who have committed crimes. Law enforcement cannot coordinate with DHS.”
Morales suffers so acutely from Trump Derangement Syndrome she can’t even bring herself to say the president’s name. At a February legislative hearing, she referred to Trump as “the executive to this country, which he will remain nameless for now as far as I am concerned.”
“What this is about is we’re not going to initiate, we’re not going to use state or local resources to do the federal government’s job.” The legislation would give the state’s attorney general, currently Brian Frosh (D), authority to “adopt policies so that Maryland residents, including undocumented immigrants, they feel safe in public funded areas like the public schools, hospitals and court houses.”
The accused in the rape case, Jose Montano, 17, from El Salvador, and Henry Sanchez, 18, from Guatemala, came to the U.S. illegally. ICE has since reportedly filed a detainer request against Sanchez so he will be handed over to the agency if or when he is freed. Court officials told WJLA-ABC7 News that there was already an active “alien removal case” pending against him in the federal court system. Both prisoners appeared by closed-circuit television in Montgomery County District Court for bail hearings and spoke through a Spanish interpreter. Bail was denied.
The victim personally knew Montano, but not Sanchez, before the attack at Rockville High School, according to a police report.
At the school Montano asked the victim for a hug, “slapped her butt,” and asked her “for sex, which she refused.” Montano pushed her into a boys’ bathroom. She resisted being pushed into a bathroom stall by grabbing a sink but Montano overpowered her. Montano kissed her neck over the victim’s objections and pulled her breasts out of her top. At some point Sanchez joined in and spoke in Spanish with Montano, then forced the victim to perform oral sex on him. Both males took turns penetrating the victim anally and vaginally while she tried to resist them and told them to stop.
On Tuesday, White House Press Secretary Sean Spicer revealed that the teenaged girl immigrated to the United States lawfully with her family.
“This young woman in particular fought to come to this country legally because of the freedoms and treasures of this nation and to think this kind of tragedy would occur to someone who’s personally endured that kind of struggle to come to this nation and then face this is reprehensible and it’s not who we are as a nation,” Spicer said.
President Trump is passionate about the illegal immigration problem because “people are victims of these crimes.”
The Trump administration is moving forward with a crackdown on sanctuary jurisdictions, attempting to withhold federal funding from those that interfere with federal immigration enforcement. U.S. Senate Minority Leader Chuck Schumer (D-N.Y.), long a tool of the open-borders movement, has responded by threatening to shut down the federal government.
The defiant Democrat-dominated state legislature in Annapolis forged ahead this week with plans to make Maryland a sanctuary state despite the adverse publicity generated by intense local media coverage of the rape. The House of Delegates voted 83 to 55 in favor of House Bill 1362, the proposed “Maryland Law Enforcement and Trust Act,” which would prevent state and local law enforcement agencies from cooperating with federal immigration officials seeking illegal aliens, including on “detainers,” or requests to detain inmates for immigration enforcement purposes.
The George Soros-funded illegal-alien lobby spoke out in favor of HB 1362 by smearing those who oppose it.
“We are living in an era in which ICE is terrorizing, racially profiling and conducting targeted enforcement in the heart of our immigrant communities,” said Gustavo Torres, director of the infamous pro-illegal alien group CASA de Maryland. “We must ensure that our local law enforcement plays no part in facilitating that.”
Montgomery County Executive Ike Leggett (D) said he won’t stand in the way of immigration authorities if the accused sex criminals are convicted.
Although these individuals had no previous involvement in the County’s criminal justice system, these alleged rapists do have outstanding U.S. Immigration and Customs Enforcement (ICE) orders. If convicted, and after serving their sentences, the County – consistent with our longstanding policy – will cooperate fully with ICE to see that the two are deported to their countries of origin.
But other local officials in the Democrat stronghold of Rockville have been scrambling to downplay the illegal alien status of the attackers.
“Some try to make this into an issue of immigration,” said Jack Smith, superintendent of Montgomery County Public Schools. “We would like to change the conversation.”
Of course they would.

Maryland is perhaps the most welcoming state for illegal aliens and refugees in the Eastern United States, with Montgomery County the most welcoming county in the state. Maryland gives in-state tuition rates to illegal-alien college students, and its legislature is considering a bill that would declare Maryland the country’s first sanctuary state. Montgomery County is already a sanctuary county, denying 63 ICE requests to turn over illegal-alien criminals last year, Fox News reported.
Rockville is the county seat of the notoriously left-wing Montgomery County, a jurisdiction relentlessly mocked by local conservatives and others for its in-your-face progressive policies. In 2015, Crowdpac, which describes itself as “the definitive resource for objective data on U.S. political candidates,” ranked Montgomery County as “the eighth most liberal place out of the 4,994 towns and cities” it examined, placing it between Berkeley and Albany, Calif. on the list.
Montgomery County law goes beyond Maryland’s already oppressive anti-gun laws. The county treats air guns the same as real guns. The county bans all consumer fireworks. The county monopolizes local beverage alcohol distribution. The county is also home to the above-mentioned CASA de Maryland which was bankrolled by the late Venezuelan strongman Hugo Chavez. Democratic National Committee Chairman Tom Perez, an enemy of immigration law enforcement when he was U.S. Secretary of Labor and head of the U.S. Justice Department’s Civil Rights Division, was previously president of the well-heeled group’s board. Although “casa” means “house” or “home” in Spanish, “CASA” is an acronym for “Central American Solidarity Association.”
The Washington, D.C. suburb, Bethesda, is situated in Montgomery County. Bethesda is home to former IRS malefactor Lois Lerner and convicted terrorist bomber Brett Kimberlin who was revealed this week to have worked with Democrat operative Alexandra Chalupa in a campaign to discredit President Trump. So even if Delegate Morales’s legislative proposal fails to get enacted this time, there is no shortage of crazed leftists in Maryland ready to continue the fight.
