The worst kept secret in California is that propositions and candidates get on the ballot by handing out money to wranglers who find homeless people on the street who will sign anything. That’s fraud and it’s normal.
But this is something special.
A man who tried to run for mayor in Hawthorne is among two people charged in a voter fraud case in which thousands of fraudulent voter registration applications were allegedly submitted on behalf of homeless people, the Los Angeles County District Attorney’s Office announced Tuesday.
Carlos Antonio De Bourbon Montenegro — also known as Mark Anthony Gonsalves — was set to be arraigned Tuesday in a downtown Los Angeles courtroom on 18 felony counts of voter fraud, 11 felony counts of procuring a false or forged instrument, two felony counts of perjury and one felony count of conspiracy to commit voter fraud, along with nine misdemeanor counts of interference with a prompt transfer of a completed affidavit, according to the District Attorney’s Office.
Montenegro, 53, allegedly submitted more than 8,000 fraudulent voter registration applications between July and October, as well as allegedly falsifying names, addresses and signatures on nomination papers under penalty of perjury to run for mayor in Hawthorne.
The conspiracy charge also alleges that Montenegro was subsequently issued write-in candidate nomination papers and that he “submitted and filed signed write-in candidate nomination papers containing 32 signatures and addresses for fictitious, non-existent or deceased person” with the city clerk’s office. It further alleges that he and co-defendant Marcos Raul Arevalo “and other unknown co-conspirators” used three post office boxes in Hawthorne as well as Montenegro’s home address “as mailing addresses for over 8,000 voter registration applications for fictitious, non-existent or deceased persons, that were submitted for processing to the Los Angeles County Registrar- Recorder’s Office and the California Secretary of State.”
This is probably no longer an issue in the race.
Another candidate, Carlos Antonio De Bourbon-Montenegro, turned in paperwork to run for mayor but failed to meet the required 20 signatures by Hawthorne residents. Bourbon-Montegegro said he turned in a petition with more than 40 names and the clerk only qualified 18.
Bourbon-Montegegro, though, said he knew at least 20 people who signed the petition.
“I’m trying to find out what I can do,” he said. “It just seems really strange.”
Carlos or Mark also claimed to have founded Homeless Voters Matter to register homeless voters, and, it would appear, is a very interesting guy.

WE WILL BE EXPLORING THE CITY OF HAWTHORE AND IT’S POLITICAL POLICIES AND CONTROVERSIAL POLICE DEPARTMENT WHICH HAS BECOME AN ICON OF IT’S KKK PAST AND IT’S INHUMANE TREATMENT OF IT’S AFRICAN AMERICAN CITIZENS.
CARLOS ANTONIO DE BOURBON-MONTENEGRO WILL OPENLY TALK ABOUT HIS PAST EXPERIENCES WITH RACISM IN THE CITY OF HAWTHORNE AS WELL AS HIS STORY ABOUT HATE CRIMES AND POLICE CORRUPTION.
Yes, he repeatedly misspelled the name of his city. But why focus on the small stuff when you’re fighting massive conspiracies?
Since 2012, myself and my elderly parents have been the victims of various hate crime incidents which have gone uninvestigated by the City of Hawthorne Police Department because a high-ranking officer is related to one of the perpetrators.
The incidents have continued to escalate over the past years with ongoing incidents of hate crimes, criminal threats, terrorist threats, death threats, assault, assault and battery, theft, burglary, vandalism, intimidation, bullying, extortion of money, wiring tapping, phone hacking, three home invasions and an unsolved murder. The murder took place during one of the home invasions.
The individuals committing the criminal violations claim to be associated and composed of a gang of Los Angeles County Sheriffs, LAPD, members from a local church, River of God International Ministries/New Life Church and local neighbors associated with a transnational organized crime family known as the TCG (Tongan Crip Gang).
On many occasions, this group of individuals refers to themselves as “The Family.”
The individuals of this group also claim that they are associated with John Jefferson, Pastor, Del Aire Baptist Church, Hawthorne, California and that homosexuality is not going to be accepted in the neighborhood where I have lived for the past 52 years because it is against God.
Does it get better? Of course it gets better.
I would also like to invite you to the Sanctus Illuminatus Church that was founded in 1987 after an Apparition of the Angel Lucifer changed my life by giving me the ability to write books. Following the Angelic event, I was able to walk again as I had been crippled and unable to from a tragic car accident.
The morning that I regained my ability to walk again, I started to write my first book, in 5 days I wrote 5 number one best sellers on spiritualism in both Europe and America. The visitation brought worldwide fame and fortune in less than 30 days as a result of the books and I have never looked back. I write books for an audience of readers of over 4 million. My books are read in over 106 countries and in over 7 languages.
Although there are many readers of my books who did not grow up in the Hood, I now write books for the Brotherhood of La Mara Salvatrucha and will begin handing them out in Central America in the new year when the Sanctus Illuminatus Church opens up a Re-Entry Program and Educational Job Training Program in El Salvador,
Better known as MS-13.
Anyway the moral of the story is that voter fraud is entirely imaginary and we don’t need to clean our voter rolls, implement voter ID, or take any steps to prevent someone from abusing the system.
Because it’s impossible. As impossible as this story.
